Even more support for businesses in frontline regions under the Affordable Loans at 5–7–9% program
On October 10, the Cabinet of Ministers of Ukraine adopted a resolution “On Amendments to the Procedure for Providing Financial State Support to Business Entities,” which expanded the scope of the state program “Affordable Loans at 5–7–9%.” The decision will allow entrepreneurs from frontline regions to access financing and refinance existing loans on preferential terms.
From now on, the Affordable Loans at 5-7-9% program has been extended to areas of active combat operations where official electronic information resources are available.
In addition, enterprises operating in frontline territories that have taken advantage of state support in 2022–2024 will be eligible to:
extend the term of their loans until the end of 2027;
refinance existing loans on preferential terms.
Enterprises also gained the right to apply a preferential interest rate if the territory where the enterprise operates is classified as a high military risk zone after the conclusion of the loan agreement.
"Due to shelling, many companies in frontline regions have lost part of their income, production capacity, and other property. In order to enable them to maintain their businesses and jobs, the Government has expanded the terms of access to affordable loans at 5-7-9%. This decision will help businesses near the front line to operate and develop despite the military threats," said Oleksii Sobolev, Minister of Economy, Environment, and Agriculture of Ukraine.
Background information
The Affordable Loans at 5-7-9% program is part of the Made in Ukraine policy aimed at developing Ukrainian manufacturers and stimulating micro, small, and medium-sized businesses by reducing the cost of credit through state compensation or state guarantees.
The program is implemented through the Entrepreneurship Development Fund and authorized banks.
