Another EUR 350 million for Ukraine’s recovery projects: Oleksii Kuleba on important Government decisions

Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine and Minister for Communities and Territories Development, spoke about a number of important decisions of the Government that would accelerate the implementation of programmes to compensate for destroyed housing, support internally displaced persons and rebuild infrastructure.

The projects include attracting EUR 100 million from the Council of Europe Development Bank to implement a compensation programme for destroyed or damaged housing. These funds will help another 3,500 families buy new homes.

“In total, more than 87,000 families have received payments under the state eVidnovlennia programme – these are families who have repaired damaged housing. More than 7,600 families have purchased their own housing to replace the destroyed ones.

The Ministry for Communities and Territories Development is constantly working on scaling up compensation programmes: this year, at its initiative, the Government has allocated UAH 15 billion for payments for destroyed or damaged housing for internally displaced persons.

More than 4,000 families have already benefited from the programme, of which 1,800 have sold their certificates and bought new housing, while other families are looking for housing and will buy it soon,” said Oleksii Kuleba.

The Deputy Prime Minister also reminded that on 31 March, compensation payments began for owners of private houses who lost their homes as a result of the war and want to rebuild their homes on their own land. The first 600 families will receive funds for construction in the near future.

Oleksii Kuleba also said that EUR 50 million would be provided by the Council of Europe Development Bank to launch a programme of preferential mortgage lending for internally displaced persons.

“These will be preferential loans for IDPs with lower than average income, at 3% per annum with a minimum down payment. The average monthly payment will be about UAH 10,000,” the Deputy Prime Minister elaborated.

The Government’s decisions include EUR 100 million for the implementation of the Ukraine Recovery Programme III, funded by the European Investment Bank.

“This project helps to support the regions that suffered the greatest damage from the war. The funds will be used to rebuild social infrastructure, including schools, kindergartens, medical facilities, and modernise housing and utilities.

A special priority is given to frontline communities, where the need for restoration is greatest.

This funding will also help communities start building municipal housing – modern, affordable, and sustainable.

Another important area is supporting rehabilitation projects for veterans.

This is a comprehensive approach that combines reconstruction, social support and long-term community development,” said Oleksii Kuleba.

Under the previous two phases of the programme, 225 projects worth more than EUR 500 million are already being implemented.

According to the Minister, another EUR 100 million from the European Investment Bank will be used to restore water supply and sewage. This will support the reconstruction, modernisation and development of critical and social water infrastructure in communities.

“Thanks to the support of international partners, Ukraine receives additional resources to implement key recovery projects.

Each of the new projects means real changes and support for communities and people affected by the war. We have a clear plan and reliable partners,” summarised the Deputy Prime Minister.
