Pursuant to the Decree of the President of Ukraine dated April 21, 2022 № 266/2022 "Issues of the National Council for Recovery of Ukraine", the National Council for the Recovery of Ukraine from Consequences of War was established. The National Council for the Recovery of Ukraine is an advisory body to the President.
The main objectives of the Council are as follows:
• elaboration of a plan of measures for post-war reconstruction and development of Ukraine, which, in particular, will include the restoration and development of transport, medical, social, communal, industrial and housing infrastructure, energy, communications, military infrastructure and military-industrial complex, structural modernization and restarting the economy, measures to combat unemployment, support families with children, vulnerable groups, people who found themselves in difficult life circumstances as a result of the war, restoration and preservation of cultural heritage sites;
• identification and development of proposals for priority reforms, the adoption and implementation of which are necessary in the war and postwar periods;
• preparation of strategic initiatives, draft regulations, the adoption and implementation of which are necessary for the effective operation and reconstruction of Ukraine in the war and postwar periods.
23 sectoral working groups have been set up to implement the tasks of the National Council.
The Working Group "Environmental Security" was established to develop proposals for the Recovery Plan of Ukraine on environmental security, conservation, biological and landscape diversity, reproduction and sustainable use of natural resources, formation and implementation of effective climate policy, waste management system, environmental monitoring, digital transformation, environmental reform, introduction of European directives.
The coordinators of the Working Group "Environmental Security" are the Minister of Ecology and Natural Resources of Ukraine Ruslan Strilets, Chairperson of the Committee on Environmental Policy and Nature Management of the Verkhovna Rada Oleh Bondarenko and Deputy Head of the Office of the President of Ukraine Rostyslav Shurma. Organizational and analytical work is provided by the Secretary of the Working Group - Adviser to the Minister Tetyana Tymochko.
The Environmental Security Working Group includes more than 200 participants - experts, leading environmental scientists, government officials, international technical assistance projects, civil society organizations and businesses. Currently, the members of the working group are finalizing the process of determining of priority goals, objectives and details of projects.
"Our Ministry has actively embarked on the creation of a plan for post-war reconstruction of Ukraine. Work on the plan is based on the principle of open dialogue between the government and society. The involvement of all stakeholders provides an opportunity to consider issues comprehensively, taking into account different interests and positions to form a common vision of "green" reconstruction of Ukraine," said Minister of Ecology and Natural Resources Ruslan Strilets.
The section "Environmental Security" of the Plan for the Recovery of Ukraine in the war and postwar periods will include the following priority areas:
• Reforming public administration in the field of environmental protection;
• Climate policy: prevention and adaptation to climate change;
• Environmental safety and effective waste management;
• Balanced use of natural resources on conditions of high demand and limited opportunities;
• Conservation of natural ecosystems and biological diversity. Restoration and development of protected areas and facilities.
