
We count on the support of our partners in bringing russia to financial responsibility for its aggression: Prime Minister
Inevitable criminal liability for war criminals is a principled position of the Government. This was emphasised by Prime Minister of Ukraine Denys Shmyhal during the 2025 Bucha Summit.
He noted that the liberation of Bucha from the russian occupiers three years ago by the defence forces had become one of the turning points of the war.
‘Thanks to the heroism of Ukrainians, we pushed the enemy out of the Kyiv region and thwarted its intentions to capture our capital “in three days”, the Head of Government stressed and added that in Bucha and other communities of the region, russians had committed atrocities against civilians: they shot at cars with people, killed children and women, and abducted civilians. According to Denys Shmyhal, in Bucha district alone, the enemy killed more than 1,700 people during the short occupation, and the number of victims across Kyiv region is much higher.
"All of this has been recorded, documented, and those who gave criminal orders and those who executed them have been identified. Our principled position is inevitable criminal liability for war criminals," the Prime Minister stressed.
He also underlined the importance of russia's financial responsibility for its military aggression - the confiscation of russian assets frozen in the West.
"In addition to human losses, russia has caused enormous damage to our infrastructure. This includes energy, housing, and infrastructure. According to the recent World Bank estimate, in order to recover, in the next 10 years Ukraine needs USD 524 billion," said Denys Shmyhal.
He noted that the Government was doing everything possible to make the enemy pay for their crimes and counted on the support of partner states and international organisations.
