  • IPC headed by First Vice Prime Minister kicks off its work

    June 14, the first meeting of the Intellectual Property Council (IPC) chaired by First Vice Prime Minister/ Minister of Economic Development and Trade of Ukraine Stepan Kubiv was held. The IPC was established  to strengthen the protection of intellectual property rights in Ukraine, to counter "patent trolling", to eradicate the Internet piracy, legalization of software in state authorities, the organization of the functioning of the Centers for Technology and Innovation and interaction with the High Court on Intellectual Property.

    The First Vice Prime Minister emphasized that the main tasks of the Council are coordination of the interaction of executive authorities in the field of intellectual property, definition of ways and mechanisms for solving problem issues that arise during the formation and implementation of state policy in the field of intellectual property, development of proposals in the field of intellectual property, in particular regarding the development of this sphere, ensuring Ukraine's integration into international and European intellectual space taking into account national interests, development and reform of the state system of legal protection of intellectual property, etc.

    The Deputy Minister of Economic Development and Trade of Ukraine Mikhail Titarchuk stressed that the IPC is an effective platform for coordination of the reform of the system of protection of intellectual property rights, which in turn is the initial stage and the basis for sustainable innovation development of Ukraine.

    The meeting participants also discussed the need for the establishment of an institution of state inspectors on intellectual property issues, the issue of the effective work of the Regional Coordination Councils on combating intellectual property rights violations and they heard a report on inventory and evaluation of objects of intellectual property rights of enterprises (institutions, organizations) that were created for budget funding.  Apart from that, the personal composition of the Intellectual Property Council was approved.

    According to the results of the first meeting of the Council, Stepan Kubiv  gave a number of instructions to the central executive authorities.

    Background

    On February 7, 2018, the Government upon the initiative of the Ministry of Economic Development and Trade of Ukraine adopted a decision on the creation of the Intellectual Property Council, which will coordinate processes on the functioning and development of the legal protection system of intellectual property in Ukraine. International experts, specialists from US, EU and Ukraine government institutions, law enforcement and judicial authorities, leaders of public associations and industry associations, academics and legal owners took part in the first meeting of the Intellectual Property Council.
