Ministry of Internal Affairs explains border crossing rules for men aged 18–22

The Ukrainian Government has updated the procedure for state border crossing for male Ukrainian citizens aged 18 to 22 inclusive. Under the new rules, citizens in this category are permitted to travel abroad during martial law.

To cross the border, the following are required:

  • A passport document authorising international travel;
  • A military registration document (including in electronic form), to be presented upon request by a State Border Guard Service representative.

Exception: The rule does not apply to individuals holding specific positions in state authorities, government bodies, or local self-government bodies. These individuals may travel abroad only for official business trips.
