Work Without Barriers: Ministry of Economy, Environment and Agriculture presents digital route to employment and employer support tools


During an off-site meeting of the Barrier-Free Council, the Ministry of Economy, Environment and Agriculture presented interim results and next steps for implementing the flagship project “Work Without Barriers.”

The goal is to connect people and job vacancies more quickly and efficiently by removing barriers to employment.

Interim results: employment programs for vulnerable groups and support for employers. The work is comprehensive, with a clear roadmap and support at every stage:

  • Individual employment plans. For each person — a personal roadmap and guidance until they actually start working.
  • Employment program for job seekers with disabilities. Needs assessment, reasonable workplace accommodations (physical, digital, organizational), and support at the start of employment.
  • Proactive identification program. Based on data, the State Employment Service will search for people who have been unemployed for a long time and proactively offer them job selection, training, or retraining. The goal is to return people to the economy as quickly as possible, giving them the opportunity to realize their potential in the field that is closest to their interests.

Key results:

  • Almost 400,000 current vacancies in the State Employment Service database (as of November 10, 2025). The staffing level increased from 58.6% to 60.1%.
  • Compensation to employers for setting up workplaces for people with disabilities: since the start of the program, 3,500 employers have employed 4,000 people, 368 of whom are in Group I; the average compensation amount is approximately UAH 78,000.

During December 2025, we are completing the preparation of services:

  • we are linking registries,
  • setting up data exchange,
  • and training career advisors and teams in the regions.

We combine updated rules for accessible employment, modern digital services, and individual support — from the first application to the actual start of work. For people, it is a convenient space of opportunities—registration, services, training, and vacancies in one place; for businesses, it is faster access to candidates and transparent mechanisms for interaction with the state," said Oleksii Sobolev, Minister of Economy, Environment and Agriculture of Ukraine.

The project is being implemented as part of the National Strategy for Creating a Barrier-Free Environment and the “Without Barriers” initiative of Ukraine’s First Lady Olena Zelenska, with financial support from the German Federal Ministry for Economic Cooperation and Development (BMZ) through the KfW development bank.
