Work without barriers: 800 jobs for people with disabilities created by employers with government support since early 2025

The Government has reimbursed UAH 58 million to employers for creating 800 inclusive workplaces for people with disabilities since the start of 2025, according to Deputy Minister of Economy Tetiana Berezhna.

“We are supporting employers who create inclusive workspaces for their employees. Since the beginning of the year, we have paid nearly UAH 60 million in compensation to businesses that have equipped workplaces for 800 employees with disabilities, including purchasing specialised furniture and assistive devices such as lifts or ramps. This year, we have allocated almost UAH 400 million in the budget for this programme, which will enable the creation of around 5,000 inclusive workplaces. We encourage employers to actively participate in the programme and jointly invest in barrier-free workspaces,” said Tetiana Berezhna.

Compensation for equipping workplaces for employees with disabilities has been received by employers across all regions of Ukraine, with the highest number in Kyiv, Cherkasy, Ivano-Frankivsk, Odesa regions, and the city of Kyiv. The average compensation amount is UAH 79,000.

Under the programme’s terms, the following are eligible for compensation:

  • Employers – for equipping workplaces for employees with Group I or II disabilities, as well as for veterans with disabilities returning to their jobs.
  • Individuals with Group I or II disabilities who are self-employed or sole proprietors – for equipping their own workplaces.
  • Military personnel discharged to the reserve/retirement, who are sole proprietors or self-employed with Group I or II disabilities and have started or resumed their business – for equipping their workplaces.

Compensation amounts are:

  • Up to UAH 120,000 – for equipping workplaces for people with Group I disabilities.
  • Up to UAH 80,000 – for people with Group II disabilities.

Applications for compensation can be submitted online via the Diia portal or offline by contacting the employment centre at the place of business. Applications are processed within 10 working days, and if approved, funds are transferred to the employer’s account within 5 days.

Background

The compensation programme for employers’ costs in equipping workplaces for people with disabilities is part of the Ministry of Economy’s flagship project “Work Without Barriers,” implemented under the National Strategy for Creating a Barrier-Free Environment in Ukraine. The programme is administered by the State Employment Service.
