Yulia Svyrydenko’s working visit to Vinnytsia region: discussed the heating season and business support

The Prime Minister of Ukraine, Yulia Svyrydenko, paid a working visit to Vinnytsia region. At a meeting with MPs, the leadership of the Regional Military Administration and the Regional Council, as well as the head of Vinnytsia, key issues affecting the region’s daily life were discussed. The focus was on preparations for the upcoming heating season, business support and ensuring stability in the social sector.

 At the Government’s on-site meeting, decisions were taken to support the region:

1. Preparations for winter

“In the face of constant russian attacks, communities must have backup power sources for hospitals, schools, social institutions and other critical infrastructure,” emphasised the Head of Government.

The Ministry of Finance, together with the Ministry for Communities and Territories Development and the Ministry of Energy, has been tasked with drafting amendments to budgetary legislation regarding the allocation of surplus funds from local budgets for the procurement and maintenance of alternative energy sources for public utilities — solar panels, wind turbines, combined heat and power plants, and energy storage systems.

The Government has also instructed officials to explore the possibility of supplying surplus electricity generated by solar power stations belonging to budgetary and municipal institutions to other establishments within the same local authority.

2. Education and social services

The Ministry of Finance, together with the Ministry of Education and Science and the Ministry of Social Policy, Family and Unity has been instructed to develop mechanisms to compensate local budgets for the costs of paying the salaries of staff at educational, social and rehabilitation institutions. Separately, the Ministry of Finance is to address the issue of remuneration for staff at district military administrations.

Even during the war, the state and communities continue to ensure people have access to basic educational and social services.

3. Restoration of housing and infrastructure

The Ministry for Communities and Territories Development, together with the Ministry of Finance, must ensure the timely funding of compensation for the restoration of property damaged as a result of russian aggression under the eVidnovlennia programme. In total, there are over 500 applications for funding in the region.
The Ministry for Communities and Territories Development is also tasked with facilitating the transfer of unfinished construction projects currently on the balance sheet of the Vinnytsia Regional Military Administration to the communal ownership of local authorities in the Vinnytsia region, so that these authorities can make effective use of these facilities for their internal needs.

“We are continuing our systematic work with the regions. The resilience and capacity of communities are among the Government’s priorities,” emphasised Yulia Svyrydenko.
