
Civil service reform creates social elevators for the youth, says Olexandr Saienko
The civil service reform initiated by the Government provides opportunity to create a priority reserve of professional young people who are able to undergo internships in central executive bodies, to get acquainted with the work of the state apparatus and subsequently to join the public service to implement their initiatives, says Minister of the Cabinet of Ministers of Ukraine Olexandr Saienko.
"Today, the civil service is a social elevator for the most talented, professional people who want to join the public service," the Minister said, commenting on the Government's decision to continue the pilot project "National internship program in central executive authorities".
Olexandr Saienko emphasized that this initiative is incredibly important and recalled successful implementation of the "State Builder" project due to which students and graduates of higher educational institutions had undergone internship in state authorities with the support of the Ukrainian Leadership Academy which is engaged in the work of the public sector.
"Public administration reform is not just e-services, decentralization, new processes. This is the formation of a new culture. That is why we have to change the mentality that has been formed in a society when state authorities are considered as closed ones without any social elevators. We have already started to break this system,"the Minister said.
He emphasized that today there is a high competition for the civil service. The European Union acknowledged considerable results of Ukraine concerning the competitive procedure for attracting new civil servants.
Background
On January 30, the Government approved a decision to extend the pilot project "National internship program in central executive authorities" until December 31, 2019.
Within the framework of the national program, the Government will offer opportunity to the third and fourth–year students, graduates to undertake internship in ministries (except the Ministry of Internal Affairs and Ministry of Defense), the Secretariat of the Cabinet of Ministers of Ukraine and the National Agency of Ukraine for Civil Service.
