On May 20, First Deputy Prime Minister, Minister of Economic Development and Trade of Ukraine Stepan Kubiv chaired the second meeting of the Intellectual Property Council dedicated to considering a concept of the National Strategy for the Development of the Intellectual Property Sector.
Within the framework of the work of the Intellectual Property Council, the Ministry of Economic Development and Trade offered to discuss the presented concept in order to take into account all the fundamental comments and proposals of all stakeholders for the formation of a fundamentally new up-to-date document, which, after approval, will determine the main steps of Ukraine towards the development of an effective system of intellectual property rights protection for the long term.
"We must analyze the situation with the protection of intellectual property rights thoroughly and develop a fundamentally new effective interagency mechanism to respond to the facts of systematic violations of intellectual property rights. It is for this purpose that we propose the Interior Ministry, the National Police and other law enforcement and security authorities, as well as all interested parties, to consider a possibility of setting up an interdepartmental specialized group to respond to and terminate violations of intellectual property rights. The state should contribute to a significant reduction in the time from the moment of detection of the offense to determine the cost of damages, to apply sanctions or to issue a sentence", said Stepan Kubiv.
As a result of discussion of the Intellectual Property Development Strategy, the participants of the meeting recommended that the Ministry of Economic Development and Trade and the National Intellectual Property Office, which engages in the elaboration of the Strategy, finalize the draft taking into account the proposals of the Council, and submit it for consideration and approval to the concerned executive bodies together with the calculations of the economic effect from its implementation.
