The Council for Economic Development, chaired by the Prime Minister of Ukraine Denys Shmyhal, discussed Ukraine’s transition to an adaptive quarantine model - the introduction of restrictive measures in certain regions depending on the epidemiological situation.
The participants recognized the expedience of introducing adaptive quarantine based on the following prerequisites:
- ensuring control over the spread of acute respiratory disease COVID-19 caused by the coronavirus SARS-CoV-2 (hereinafter - COVID-19) (detection of infected persons, their isolation and control of obeyance of isolation rules);
- reduction of the daily increase in the rate of infected and dead caused by COVID-19;
- ensuring sufficient capacity of the medical system.
"It is important to draw the attention of local governments to the need to create principles and appropriate conditions in local communities to ensure their anti-epidemic stability, as well as to implement adaptive quarantine," said Prime Minister Denys Shmyhal.
The Council approved the universal conditions for the introduction of such quarantine, the need to change the social behavior of people and recommended to approve a total of five stages of easing quarantine measures, which are implemented only under conditions of adaptive quarantine.
