Public investments in the 2026 budget: modernisation of infrastructure, energy, transport and social services

The 2026 Budget expands funding for public investments – the resource that the state directs towards modernising critical infrastructure, restoring regions, strengthening energy resilience, and developing transport, social, medical, and educational facilities.

In 2026, the total public investment resource will amount to UAH 111.5 billion. Funding from the general fund will be UAH 48 billion, while the special fund (grants and concessional loans) will provide UAH 63.5 billion. Public investments are focused on 12 key areas.

Accordingly, the resource is allocated to transport infrastructure – UAH 41.2 billion. Modernisation of the healthcare system is provided with UAH 19.1 billion, including for the reconstruction of hospitals and updating of medical equipment.

Educational and scientific projects will be funded to the tune of UAH 17 billion, including for:

• purchasing equipment, creating and modernising canteens (kitchen facilities) in educational institutions;
• continuing the implementation of the New Ukrainian School reform;
• procuring school buses;
• arranging safe conditions in general secondary education institutions (providing fire protection and shelters).

The energy system will receive UAH 13.6 billion in budgetary funding and an additional UAH 22.1 billion under state guarantees. This will ensure preparation for the 2026/2027 heating season, modernisation of generating capacities, and restoration of facilities following russian attacks.

Municipal infrastructure and communal services are allocated UAH 9.4 billion in the budget. Social facilities – kindergartens, schools, and other social sphere institutions – will receive UAH 5.7 billion. For the State Fund of Regional Development, UAH 2 billion is provided to implement medium-term plans for priority public investments aimed at developing regions and territorial communities, in line with the priorities, goals, tasks, and measures set out, in particular, in the State Strategy of Regional Development and the Action Plan for its implementation.

For other areas – digitalisation, housing programmes, public finance, the environment, public safety, and legal activities – the budget provides UAH 3.5 billion.
