For 100 days, Ukraine has been courageously resisting a full-scale russian invasion. 100 days Ukraine is confidently moving towards its goal - living in a free democratic country with a European family.
Ukraine will definitely win. And all Ukrainians are approaching this day every day, each in his place, but together. Many even cost their lives.
That is why I now propose to honor all our heroes who gave their lives for the freedom and independence of Ukraine with a moment of silence.
Today is not only 100 days since the start of the full-fledged war, but also almost two months since the russian invaders were completely expelled from Kyiv, Chernihiv, Sumy and Zhytomyr regions. Our military then inflicted a strategic defeat on the enemy and saved the country.
Immediately after that, the Government began to shape a plan for the urgent restoration of critical infrastructure and the implementation of priority non-capital repairs. In fact, in these two months we have allocated UAH 2.3 billion to fulfill these key tasks.
Kyiv and Chernihiv oblasts received UAH 400 million each. Kharkiv and Sumy regions UAH 250 million each. UAH 200 million was allocated to the city of Kyiv, UAH 100 million to the Zhytomyr region, and UAH 56 million to the Mykolaiv region.
We called on local authorities to allocate funds for reconstruction in the same way. We see that there is a positive synergy here. For example, Kyiv's leadership has joined the Government's reconstruction program, allocating funds from the local budget to rebuild destroyed housing and infrastructure.
We need to understand that the first stage of reconstruction is underway. Damages are estimated, technical documentation of projects is drawn up, critical objects are repaired. The Government's task is to restore most of the damaged critical facilities by the autumn. That all citizens in the occupied territories were with water, gas, light. Where possible, we will renovate schools, kindergartens and hospitals. In four fully deoccupied oblasts, we are currently preparing to renovate 83 hospitals, 59 kindergartens, and 122 schools.
The Ministry of Communities and Territorial Development, together with the Ministry of Energy and the Ministry of Infrastructure, is instructed with reporting weekly on progress in its area of responsibility.
If necessary, ministers go to the regions. Especially where heating problems are severely damaged CHP. During the month I am waiting for concrete plans from the ministries and local authorities on how the heating season will take place in these cities and towns.
We want Ukrainians to return home. To do this, it is necessary to provide appropriate conditions. Anything that can be repaired quickly needs to be restored.
Since the beginning of hostilities, our energy companies have returned the light to more than 4.5 million Ukrainians. 85% of families in the occupied territories are provided with the electricity. The whole Kyiv region is provided with gas. Repair work is underway on Chernihiv Vodokanal - at three of the five water pumping stations. Difficult situation. Almost a third of the city has no water, so the government has allocated UAH 150 million to solve this problem as soon as possible.
Water supply and sewerage in Irpin, Bucha,Hostomel and Vorzel have also been restored. Began repairing boilers. More than two hundred russian troops destroyed them. We are currently completing restoration work on the 37th sections. We will move on as the security situation progresses.
In the context of preparations for the heating season, the Government has decided that CHPs, condominiums and other heat producers will receive gas at a fixed price of UAH 7,400 per thousand cubic meters. This allows local authorities not to raise tariffs for people.
In all regions, commissions work every day to assess damage. In four, 35,000 damaged or destroyed objects have been recorded so far. Almost 75% of these 35,000 are located in Kyiv region. It is now difficult to make an assessment of Kharkiv, Mykolayiv, Donetsk and Luhansk regions, as active fighting and constant shelling do not stop there.
Another task that constantly accompanies the reconstruction process is demining. According to the Ministry of Internal Affairs, more than 30 million hectares of Ukraine need demining. And these are only initial estimates. Now our rescuers have demined 2.7 million hectares. We plan to involve as many international partners as possible to speed up the process.
Major reconstruction projects will begin immediately after the victory. Together with our European partners and our allies around the world, we will not just rebuild what has been destroyed. We will build a completely new country, new infrastructure, new economy. But now the number one goal is our victory, and we are concentrating all our resources on that.
Today we allocate UAH 34.4 billion to the structural bodies of the Ministry of Internal Affairs. Of these funds, UAH 33.6 billion will be allocated to increased payments to our heroes, who are currently defending Ukraine at the forefront. We are also allocating UAH 275 million for the State Emergency Service and our rescuers.
We are allotting UAH 510 million to the Security Service of Ukraine in a separate order. The bulk of the funds, UAH 300 million, is directed to purchase state-of-the-art weapons and equipment.
Finally, I would like to appeal to all international companies that have worked in Ukraine. Resume your work now, as most Ukrainian companies in safe regions have done. The government will help you as much as possible. Halting work in Ukraine is sanctions against our economy. Your return will be a demonstration of true solidarity with the Ukrainian people, who are today fighting for their freedom and fighting for a peaceful future for the whole of Europe.
