Distinguished colleagues!

We start an extraordinary offsite meeting of the Government in Irpin.

According to the recent estimate of the World Bank, the needs for the reconstruction of the Kyiv region amount to about USD 37.6 billion.

We started this work from the first days of de-occupation. We have not stopped even today.

The relevant instructions have been given to the Restoration Agency, the Ministry for Communities and Territories Development, the Ministry of Economy, the Ministry of Finance, all other ministries, central executive authorities, and institutions.

In particular, to complete the reconstruction projects already started in Kyiv region, we adopt a protocol order to allocate an additional UAH 1.5 billion from the Fund for the Elimination of the Consequences of Armed Aggression.

The priorities for recovery remain unchanged: housing, education, healthcare, and critical infrastructure.

The Government is also adopting a number of important decisions in the context of recovery.

First, we are improving the algorithm for obtaining compensation for destroyed individual housing for its reconstruction.

Second, we disburse funds to the Kyiv Regional Military Administration for the restoration of the Champion Stadium in Irpin. On the United24 platform, philanthropists raised more than UAH 47 million to rebuild the stadium. We transferred this resource to the regional authorities at the beginning of last year. The work is already underway. To complete that, we will additionally allocate almost UAH 36 million.

Third, we shall redistribute the funds allocated for the reconstruction of housing in Kyiv region. We provide additional funding to complete the construction of eight apartment buildings.

Fourth, we earmark UAH 5.2 billion for the Restoration Agency and regional administrations to rebuild and maintain roads in the frontline and near-frontline regions that are used by our Security and Defence Forces as a priority. These roads need to be in good condition for better logistics and faster evacuation of the wounded.

We will continue to work to ensure that priority reconstruction projects in Kyiv and other regions are fully funded and that results are seen by people as soon as possible.
