Distinguished colleagues, fellow Ukrainians!
We now start the Government session.
We are gradually approaching winter, and the risks of russian energy terror are growing every day.
That is why we are preparing for all scenarios, strengthening active and passive defence of energy facilities, and accumulating international assistance.
The Ukraine Energy Support Fund, together with the announced contributions, has already exceeded EUR 300 million. Among the leaders of support are: the European Union, Germany, Sweden, the United States, and the United Kingdom.
We use the funding from the Energy Support Fund to purchase transformers, turbines, connectors, equipment for trunk power grids, and many more.
I strongly believe that the solidarity of the world will help us through the winter smoothly. And I am grateful to all countries for such support of our energy resilience.
Moreover, today the Government approves an agreement allowing it to attract another package of EUR 250 million from the European Union for rapid recovery. The money will be directed to rebuild bridges, railways, schools, kindergartens, hospitals, residential buildings, and to support Ukrainian farmers.

With the start of the heating season, it is also essential to provide support to vulnerable groups of the population.
1.3 million families are currently receiving subsidies for housing and communal services, with the average amount of UAH 760 per family in October.
In addition, 1.2 million families receive benefits for housing and utility services. The average amount of such benefits is UAH 850 per month.
Among other things, when needed, Ukrainian families receive subsidies for solid fuel, with a maximum amount of UAH 7,000 per household per year. This amount is not sufficient to cover their needs.
Hence, today, with the support of its partners, we are launching a pilot project to provide additional firewood to the population. The maximum subsidy for the purchase of solid fuel will now more than double and amount to UAH 16,200 per family per year.
Thus, we provide people with a resource for heating the premises where it is not possible to heat them with gas.

The Government continues its policy of creating the most favourable conditions for starting and running a business in Ukraine.
Today we endorse a decision that will allow the e-Entrepreneur pilot project to operate on a permanent basis.
We are talking about the opportunity to get a whole package of services with a few clicks on the Diia portal:
- state registration of a sole entrepreneur;
- registration of changes to a sole proprietorship;
- notification of the use of a single account;
- registration as a single tax payer or VAT payer;
- opening a bank account.
In total, the e-Entrepreneur comprehensive service includes 12 options.
In this way, we aim at removing bureaucracy, radically saving time for people who want to start and develop their own business, and optimising the process of providing public services.
Digitalisation remains a cross-cutting policy of the Government. We have an ambitious goal to launch 63 new digital products over the next three years.

Ukrainian business has demonstrated high adaptability to wartime conditions and has positive expectations for the future. That is why our goal is to facilitate its development to the fullest extent possible.
In particular, we are improving the grant programme for veteran-owned businesses.
Since the launch of the veteran component of the eRobota programme, grants worth UAH 59 million have already been approved for defenders and their families.
From now on, the grant will be used to pay for the lease of non-residential premises or land. The amount of the grant will be more differentiated depending on the category of the recipient and the number of jobs to be created. In general, a veteran will have the opportunity to receive a maximum grant of UAH 1 million, while his or her family members will also receive up to UAH 500,000.
Therefore, we work for victory, for the consolidation of Ukraine, for the rehabilitation and building of a modern competitive economy.
