Distinguished colleagues, fellow Ukrainians.
Last night, the enemy carried out another drone strike. This is the 17th attack on our capital since the beginning of the month. May has become a month of real terror against Ukrainian cities, and Kyiv in particular.
Today, our world's best air defence forces have once again repelled the attack and saved hundreds of lives. This is an incredible job. We thank them.
In the meantime, the Ukrainian Security and Defence Forces are on the frontline destroying the enemy and preparing to liberate our territories.
We will survive and win. We will rebuild and restore everything.
We are continuing our programme of assistance for the repair of damaged property called eVidnovlennia (eRestoration - ed.). To date, more than 15,000 applications have been submitted, and the regions are actively setting up commissions and reviewing applications from owners of damaged properties.
We are currently finalising the details to make the programme as efficient and clear as possible for our citizens.
In particular, those who do not have the Diia app or a smartphone will now be able to apply for funds for repairs. One should contact the CASP or the social security authority in their community and there they will help to fill out the application. We detail how to appeal against the actions or inaction of the commissions that actually inspect damaged property. You can also contact the government hotline at 15-45 for advice on the eVidnovlennia programme.
We promised that the assistance of up to UAH 200,000 to repair damaged property would be only the first step in a large-scale housing recovery programme. After all, thousands of Ukrainian families have completely lost their homes. There are many cases when there is simply nothing to repair. That is why we are launching the second stage of the eVidnovlennia programme. This is compensation for destroyed housing.
Today, we will approve a resolution and a formula for the respective compensation.
What can the money be spent on?
First, for the construction of a house. In this case, the financial assistance will be paid directly to the account.
Secondly, for the purchase of an apartment or other residential premises using a housing certificate.
The amount of compensation will be calculated by the Commission using a special formula that will take into account the region of the destroyed object, the year of construction, the area of the object, etc.
We also envisage the principle that the amount of compensation is set at a level not lower than the cost of building a dwelling of the corresponding area according to its location.
The Ministry for Communities, Territories and Infrastructure Development will soon communicate and explain all the details of the coefficients and payments.
Now to the sources of compensation.
The Government has already collected about UAH 62 billion in the Fund for the Elimination of the Consequences of Armed Aggression. These funds will be sufficient for the first stage of payments: both assistance for repairs and the issuance of housing certificates. According to the World Bank, Ukraine needs USD 1.9 billion for the priority restoration of property. Next, we are working with our international partners to mobilise the full amount needed.
We will ensure that everyone who lost their homes receives compensation as soon as possible.
We are moving forward. We are launching new projects and initiatives to rebuild our country. We remain strong. We help each other as well as our Security and Defence Forces.
