Ukraine has already crossed the equator of winter and the heating season.
We made it through it successfully. Despite russia's constant attacks, our energy system remains intact and operates stably.
There are so many challenges, and the situation can change rapidly. That is why we work 24/7 to improve our power system.

Repairs and reconstruction of the Ukrainian energy sector are ongoing. In total, about 4 GW of thermal and hydropower capacity was restored in 2024. This year, it is planned to restore about 3 GW more.
Meanwhile, we continue to build new facilities and develop distributed generation, thus meeting local needs and creating a system less vulnerable to attacks.
According to the Ministry of Energy, in 2024, 233 generating units with an installed capacity of over 830 MW had been connected. Most of them are gas-fired generation, namely gas turbine, gas piston and cogeneration units.
We are grateful to our international partners who helped with the equipment and financing of these projects.
For this year, the Ministry of Energy and other responsible agencies have been tasked with commissioning almost 900 MW of distributed generation capacity.

During the martial law period, we decided that the import of power equipment is VAT-free. All that is needed to restore, repair and create new distributed generation facilities.
In doing so, we support Ukrainian manufacturers and our industry.
According to the Made in Ukraine policy, you can receive a 15% compensation for the purchase of machinery or equipment from a Ukrainian manufacturer. This list has recently been expanded three times. It now includes almost 450 products from 19 manufacturers.
In order to strengthen and develop our energy sector, we are also investing in increasing Ukrainian gas production.

We are continuing preferential financing programmes for the purchase and installation of energy equipment. In the second half of last year, Ukrainian banks started financing relevant projects to strengthen energy independence in the amount of UAH 10.5 billion, and more than 5,000 loans were issued to individuals.
A 0% interest rate loan programme for the installation of solar panels was available for private households.
Condominiums can take advantage of the GreenDIM programme and receive UAH 2 million for solar stations and UAH 2 million for heat pumps. We have already received almost 150 applications and urge condominiums to make more active use of this programme to increase their energy sustainability.
Soft loans are available for small and medium-sized businesses under the 5-7-9 programme and the Decarbonisation Fund programme.
All this works, and we are grateful to all energy-conscious businesses and citizens who use these programmes.

Moreover, tariffs for heat and electricity for this heating season remain unchanged, as we promised.
The 2025 budget allocates UAH 42.3 billion for the programme of subsidies and benefits, which will provide support to all Ukrainians who need it.

In conclusion, I would like to emphasise the importance of economical energy consumption. Especially during peak hours, in the morning and in the evening. This significantly helps us fight the russian energy terror.
And I would like to thank all our power engineers once again for their incredible work, thanks to which most Ukrainian homes have electricity today.
