Distinguished colleagues, fellow Ukrainians, good afternoon.
We have successfully passed the first month of the heating season. We have successfully passed this test. The situation in the energy sector remain stable. No electricity deficit exists. The heating season has kicked off in all regions.
Ukraine has now fully provided itself with the required amount of energy resources. We have almost 16 billion cubic meters of gas in our storage facilities. Coal reserves in storage facilities amount to 1.1 million tonnes.
We continue repairs and protection of key sections of the power system. We have managed to restore almost 1.9 GW of generating capacity. It is planned to restore another 1.3 GW of additional capacity by the end of the year.
Nuclear generation operates. Thermal generation also works, hydropower generation works. A huge amount of work has been done to restore grids, protect substations and other critical equipment.
We are also repairing other systems. As of today, 445 heat supply facilities have been restored. These are boiler houses, central heating stations, and thermal power plants.
We engage in active cooperation with our partners in the energy sector. We have new deliveries of air defense systems that are expected to enhance the protection of energy facilities.
The United States has handed over 22 mobile boiler houses to Ukrainian communities and is preparing new deliveries. Denmark will contribute EUR 7 million to the Ukraine Energy Support Fund. The total amount of support through the Fund has already exceeded EUR 320 million.
In addition, opportunities for importing electricity from the EU have been expanded. Ukraine can now import up to 1.2 GW of capacity, compared to 500 MW a year ago.
We are gearing up for winter at all levels. We are to approve today a resolution that simplifies the import of power equipment, including generators and transformers, to Ukraine. For this purpose, the Government will actually suspend the effect of six technical regulations that were applied to the import and sale of electrical equipment. Now, a number of these products will not require a declaration of conformity and CE marking.

We engage with our funds to finance the budget deficit, our critical needs and the recovery program.
Today, we approve a decision that will allow us to attract a grant from our partners for almost UAH 10 billion.
In particular, USD 190 million will be provided by Norway, USD 70 million - by Switzerland. This is a grant that will be disbursed through funds administered by the World Bank Group.
In addition, we have a decision that will allow us to receive a loan from the World Bank in the amount of almost USD 1.1 billion. The support is now critical for the Government to direct to social payments, education, healthcare and other priority needs.
I thank our allies for solidarity. This assistance allows Ukraine to withstand and direct all its internal resources to the defense and security of our country.
Moreover, today we shall approve two decisions enabling Ukraine to receive almost EUR 162 million from the European Investment Bank. The resource is part of the existing programs for the restoration of Ukraine. We are talking about the reconstruction and construction of schools, hospitals, kindergartens, administrative buildings, CASPs, sewage treatment plants and other facilities.
In total, with these funds from the EIB, this year we will manage to complete 28 projects and start implementing 186 new projects to improve the quality of life of Ukrainian communities.
We extend our gratitude to our partners, in particular, the European Investment Bank.
We have five decisions on the agenda that will allow us to join the European Cross Border Cooperation Program largely. These are the NEXT programs with Poland, Slovakia, Romania, and the Danube Region Program. These programs are designed to last until 2027, and their total funding will amount to almost EUR 590 million. This will help Ukrainian regions in the development of infrastructure, economy, social sphere, environment, and healthcare.
Simultaneously, we are reinforcing our institutional capacity to restore and transform the country.
Today we shall amend the Regulation on the Reforms Delivery Office of the Cabinet of Ministers of Ukraine, which will now serve as the technical secretariat of the Multi-Agency Donor Coordination Platform for Ukraine on behalf of the Government. This platform is one of our main platforms for interaction with partners on the issue of financial needs and reconstruction of Ukraine. The platform's secretariat will work in Brussels and Kyiv. The involvement of our Reforms Delivery Office will allow us to approach the Platform's priorities in a more systematic way.
Finally. Solutions for the country's security. Today, we allocate funds for the construction of fortifications in Dnipropetrovsk oblast. In total, we plan to build 178 facilities to protect the region and the entire country.
It is essential to proceed in this direction. After all, defense and security are our absolute priority. We direct all our efforts and internal resources to these needs.
