    Distinguished colleagues, dear Ukrainians!

    We are starting a session of the Government of Ukraine.

    A little over a month is left before the beginning of the heating season, the second one since the full-scale war. And no less difficult than last year's. The enemy wants to use cold and darkness as a weapon again.

    We have been preparing and continue to prepare our power system. As of today, preparations for the autumn-winter period are entering their final stage.

    The current situation is as follows.

    Nuclear power plants. Seven nuclear power units have been repaired, and two more will be commissioned before the start of the heating season. Their total capacity will be 7.8 GW. We are making an important step towards energy independence - new nuclear fuel from Westinghouse has been loaded at Rivne NPP to replace the russian monopoly on such fuel. Europe, together with Ukraine, must remove russia from this market to get rid of the energy threat.

    Thermal power plants. The Ministry of Energy had committed itself to launching 25 units of thermal power plants by the beginning of the season, providing the power system with 4.5 GW of capacity. Combined heat and power plants. Almost 80% of the equipment has been repaired. Intensive repairs are underway and will be completed on time.

    Hydroelectric power plants. 35 hydroelectric power units with a capacity of almost 2.3 GW have been either repaired or are under repair.

    According to the Ministry of Energy, a total of 804 MW of the planned additional 1.7 GW of capacity has already been added to the system.

    Moreover, 15,200 boiler houses, about 84% of heating networks, 78% of central heating stations, more than 80% of residential buildings, 86% of schools, kindergartens and hospitals are ready for winter. It should be 100% in a month.

    Local budgets have sufficient funds to complete all preparatory work for the onset of cold weather. Where it is necessary, we should accelerate the work in order to turn on the heat in time.

    The protection of strategic energy facilities is one of the priorities. No detail here.The work is serious and systematic.

    At the previous meeting, the Government allocated an additional UAH 9.7 billion to protect the critical infrastructure of the fuel and energy sector.

    We are implementing projects that no one else in the world has ever done. We install and repair in weeks what would otherwise take months or even years.

    I thank our engineers, power engineers, and construction workers for this extraordinary work.

    It is crucial that the Government has ensured that gas tariffs for households remain unchanged during the autumn and winter. The price of gas, heat and hot water will remain unchanged until the end of the heating season.

    We have also extended the PSO in the natural gas market, under which heat suppliers will receive volumes of natural gas from Naftogaz at a fixed price of UAH 7.4 per cubic meter. This is a preferential price that will allow them not to raise tariffs.

    Naftogaz and district heating companies are currently signing contracts. About 600 heat producers have already applied, and supply agreements have been signed with most of the major enterprises.

    Special thanks to our partners. Together, the Government of Ukraine and allied countries have allocated USD 2.3 billion to restore and protect the energy sector. This includes funds from the World Bank, the European Investment Bank, the EBRD, the European Union, the United States, Japan, the Nordic Environment Finance Corporation, USAID and other partners.

    We appreciate this solidarity and count on their support throughout the difficult winter.

    Ukraine will survive, win, and recover.
