Distinguished colleagues, fellow Ukrainians.
For 2.5 years of full-scale war, Ukraine has been spending all its domestic resources to finance the defense of our country.
Nevertheless, the Government has been steadily financing the payment of pensions, social benefits, and salaries to teachers and doctors. We have managed to maintain macro-financial stability and start a rapid recovery.
We are grateful to our international partners who support us on this path.
We continue to build the coalition for Ukraine's recovery.

Recently, more than 30 countries, including the EU, have recently adopted a Joint Declaration of Support for the Recovery and Reconstruction of our country.
This is an important document on comprehensive assistance to Ukraine's reconstruction on its way to EU membership and the provision of additional financial support worth about USD 50 billion by the end of the year at the expense of frozen russian assets.
This week, we also have additional packages of support from partners.
The government of Switzerland grants USD 1.7 billion for reconstruction projects in Ukraine for the next 4 years.
Germany disbursed an additional EUR 70 million to provide Ukrainian communities with cogeneration units, generators and solar panels.
We also have crucial support from the United States. This week, USAID Administrator Samantha Power paid a visit to Kyiv. The U.S. agency will allocate more than a billion dollars to restore the Ukrainian energy system and provide humanitarian aid.

In particular, we intensify our cooperation with Korea. An agreement has been signed with the Export-Import Bank of Korea to attract USD 100 million in financing.
At today’s session we are to approve two documents enabling Ukraine to raise an additional EUR 62 million in financing from the European Investment Bank.
These resources will be channelled to the development of social infrastructure, energy sustainability, heating and other important projects in our communities.
Today we also have an important decision aimed at supporting communities during the heating season.
We hand over 28 modular gas boilers for Kharkiv, Dnipro and Kremenchuk. These are alternative sources of heat production that will help these cities get through the winter.

Back in 2022, we identified 5 clear priorities for Ukraine's rapid recovery, in particular, the reconstruction of housing.
Over the past two years, we have allocated billions of hryvnias for this purpose and we prolong activities in this direction. In particular, this week UAH 837 million was paid to our citizens under the eVidnovlennia program.
In total, over 60,000 Ukrainian families have received funds to repair their damaged homes since the launch of the eVidnovlennia program.
In addition, more than 4,000 housing certificates for the purchase of new housing to replace the destroyed ones have already been issued.
The Government has also decided that the eVidnovlennia housing certificate can be used to partially or fully cover the down payment of a mortgage under the eOselia program.
This can be done conveniently and easily in Diia.
eOselia is another successful Government program that celebrated its 2nd anniversary this week. Thanks to it, 13,000 families have their own housing.
Today we are adopting changes to the eOselia program that will facilitate the return of people to the de-occupied territories and will also be part of the support for internally displaced persons.
In particular, in Chernihiv, Kharkiv, Zaporizhzhia, Sumy and Kherson regions, it will be possible to purchase housing that is under 10 years on the market. Such changes expand the number of people who will benefit from the program.

Finally, a few more important decisions of the Government that we endorse today.
Ukraine intensifies cooperation with the Organization for Economic Cooperation and Development. It is a club of successful states that helps our country to implement the best practices of public administration and efficient changes.
We have two documents today initiating Ukraine's accession to the OECD Digital Policy Committee as well as OECD Regulatory Policy Committee. This will give us access to information and partnerships that the most successful countries in the world are implementing effective solutions in these areas.
We continue to make changes for our victory and recovery.
