    Dear colleagues! Fellow Ukrainians!

    We are starting a regular meeting of the Government.

    We continue to work on Ukraine’s recovery.

    Our goal is to rebuild here and now, according to new standards and in clearly defined areas.

    Today, we are adopting decisions that will provide us with additional resources for this recovery.

    The first decision concerns housing. According to RDNA4, the recovery needs in this sector over the next decade are almost USD 84 billion.

    Today, we are attracting EUR 100 million or more than UAH 4.8 billion from the Council of Europe Development Bank as part of the HOME project. These funds will be used to pay compensation to owners of destroyed housing under the eVidnovlennia programme.

    Last year, the Bank helped finance 2,800 housing certificates. Thanks to the new financing, we will be able to pay for another 3,600 housing certificates.

    The second decision today concerns the provision of housing for internally displaced persons.

    The Council of Europe Development Bank is providing Ukraine with EUR 50 million. These funds will be enough for concessional lending for about 1,100 IDP families.

    The World Bank is also helping us to finance housing reconstruction projects, in particular through the HOPE project. This project has already helped over 87,000 Ukrainians receive compensation for damaged housing. We also plan to restore up to 200 multi-storey buildings under the HOPE project.

    I am grateful to the international financial institutions that are helping Ukraine rebuild housing for our people.

    The third decision of the Government today is aimed at restoring the water supply and sewerage system.

    Here, our reconstruction needs amount to more than USD 11 billion.

    We have agreed on a EUR 100 million financing from the European Investment Bank under the Ukraine Facility.

    These funds will be used to rebuild water and sewage systems and bring them up to modern standards.

    The fourth decision of the Government paves the way for a new EUR 100 million tranche from the EIB to restore critical and social infrastructure.

    We are talking about the restoration of water and heat supply, education, healthcare, and housing for internally displaced persons.

    Thanks to cooperation with the EIB, we are implementing more than 400 projects under this programme, some of which have already been completed. More than 200 more will be finalised this year and next.

    In total, the portfolio of all EIB projects in Ukraine today is about EUR 4.3 billion. They cover critical infrastructure, housing, energy, transport, education, social policy, and digitalisation.

    We appreciate the solidarity of our partners and look forward to further effective cooperation.

    I am grateful to the Ukrainian defenders, thanks to whom we are able to restore Ukraine.

    I am grateful to each and every person involved in the reconstruction. Everyone who works, treats, teaches and saves.
