    Dear colleagues! Fellow Ukrainians!

    We are starting a regular meeting of the Government.

    We are approaching the third winter, which we will pass in the context of a full-scale war.

    Ukraine and Ukrainians face many challenges and threats. But, just like in previous years, our unity and mutual assistance are yielding positive results.

    To this end, the Government is preparing a comprehensive Winter Support Package for families.

    The first step has already been initiated by President Volodymyr Zelenskyy. This is the winter ePidtrymka programme.

    Every Ukrainian will receive a thousand hryvnias to pay for Ukrainian services and some Ukrainian goods.

    The programme has three main objectives.

    The first is to support Ukrainian families financially.

    The war has increased the number of socially vulnerable people. And winter is the time when they will face new challenges.

    Therefore, we are giving them an additional resource that can be spent on paying for services, including utilities, and some goods, including medicines.

    The second goal is to boost domestic demand for Ukrainian services.

    Low demand is one of the constraints to the development of business, particularly small and medium-sized businesses. We are giving this issue priority attention.

    The National Cashback programme has already been launched and the Government has made the first payments to people. This is over UAH 37 million. In total, 2.4 million Ukrainians and 1,470 Ukrainian producers have joined the programme.

    While the National Cashback programme focuses on the purchase of Ukrainian goods, the winter ePidtrymka programme is more focused on services provided by small and medium-sized businesses.

    Our third goal is to once again demonstrate the unity of Ukrainian society for our resilience and victory.

    One of the options for spending the funds under the winter ePidtrymka programme is to donate them to the Ukrainian army. Or to official accounts: United24, the Ministry of Defence, the State Border Guard Service, the National Guard of Ukraine, or to the account of a volunteer fund you trust.

    This way, part of the funds will be reinvested by the population in our security and defence.

    Concerning the programme implementation mechanism.

    You can apply through Diia during the winter. Payments will be transferred to the National Cashback card, and the person will be able to spend these funds through 2025.

    It is important that the programme applies not only to adults but also to children. One of the parents will be able to order a payment to their account for each of their children.

    We see the winter ePidtrymka programme as part of a larger package of assistance to Ukrainians.

    Our next steps are winter subsidies that are no less than last year’s. We will also expand the Affordable Medicines programme to include new recipients.

    The Government continues to support those who need it most. As of October, Ukrainians have already received UAH 1.4 billion in housing subsidies and benefits, and over the first 10 months of this year, about UAH 29.6 billion has been accrued and paid to Ukrainians.

    There is a simplified procedure for processing subsidies, and automatic reassignment for those who received subsidies during the non-heating season.

    People who heat their homes with firewood, coal or other solid fuels will receive an extra payment of up to UAH 21,000. This programme will cover approximately 500,000 Ukrainian families.

    The state is also diligently meeting its pension obligations and will continue to do so. This month, UAH 65 billion was paid to pensioners.

    Thus, the winter ePidtrymka programme, together with other social programmes, will have a significant cumulative effect. Every family, the entire economy and, most importantly, our army will become more resilient.
