    Distinguished colleagues, fellow Ukrainians. 

    Last night, russian terrorists carried out another massive missile and drone attack against our country.

    The main target of the attack was once again our energy sector.

    We have withstood the attack. The power system is intact, but the situation is very difficult. There are problems with electricity distribution in a number of regions. We are solving this issue.

    We are importing electricity from Romania, Slovakia, Poland, Hungary and Moldova to keep the system stable.

    Today's attack has again damaged the equipment quite heavily.

    Once again, the attack targeted both electricity generation facilities and the distribution system.

    It is critical for all of us to reduce electricity consumption now. This applies especially to evening hours.

    All services are working to overcome the consequences of the attack. Power engineers work 24/7. Some of the facilities affected by last week's attack have already been restored.

    I thank everyone who rescues, helps, heals, repairs and restores.

    Due to favorable weather conditions, a number of communities and cities have already decided to end the heating season.

    Despite the enormous challenges and threats, we have passed it successfully.

    By switching off the heating, the energy system will be better balanced. These are the resources we need now and we will direct them to ensure that all Ukrainian families have electricity.

    We do not stop the repairs for a minute. We continue preparations. We are enhancing the resilience of our energy sector. We are starting to accumulate resources for the next winter.

    Despite the end of the heating season, the Invincibility Points will continue to operate. There are more than 10,000 of them across the country.

    Today we are to approve a resolution that regulates the issue of their permanent operation. They should remain accessible to people at all times.

    We should also regulate the use of the property of these centres, including generators, starters and other equipment. Both now, in the context of the russian energy terror, and after the war, the Invincibility Points must continue to work to support people.

    We are working with international partners to get more of the necessary power equipment, more funding for reconstruction, more air defence systems for protection.

    In fact, yesterday we held another round of Ukrainian-Polish intergovernmental consultations. This is a fairly new format that should bring our relations to a very practical level.

    The first such consultations were held in Kyiv. Yesterday we continued them in Warsaw.

    The key issues on our agenda with Poland right now are arms and the border.

    Our Government has presented a plan for the de-blockade, and it is important that we are following this exact plan with Poland. All its points are being implemented. There is dialogue, there are first results, and we hope that the border will be unblocked soon.

    Cooperation with international partners remains one of the main tasks of our Government.

    In March this year, Ukraine will receive a record budgetary funding from our allies over the entire period of the war and in the history of independence.

    It is more than USD 9 billion:

    • USD 4.5 billion from the EU under the Ukraine Faclity;
    • USD 1.5 billion from Canada;
    • USD 230 million from Japan;
    • USD 880 million from the IMF.

    Also today, Ukraine received to its accounts USD 1.5 billion from the World Bank. These are funds to support development policy (DPL), which we will use for social, humanitarian and recovery purposes.

    We are grateful to the World Bank, we are grateful to Japan, the UK, the EU, Canada, the IMF and all our partners who stand by Ukraine.

    These are highly important resources that greatly help our Government to finance all critical budget expenditures.

    Among other things, we are talking about pensions. 

    Pension payments for March have been made in full. More than 10 million Ukrainian pensioners received their indexed payments on time. A total of UAH 62 billion in pensions were paid in March.

    The raise took place as we promised.

    Starting from 1 April, we will increase payments for working pensioners.

    The minimum wage will also be increased from 1 April. It is currently UAH 7,100. It will amount to UAH 8,000.

    Simultaneously, we are working to bolster the Ukrainian economy.

    We are increasing our self-sufficiency and strengthening our production and industrial potential. Industrial parks will be one of the key tools in this direction.

    This year, we are allocating UAH 1 billion for their development.

    Today, we will approve the procedure for using these funds: for the construction of industrial park infrastructure, compensation for grid connection, and compensation of interest rates on loans taken out for development and investment.

    We will also establish a state office for the development of industrial parks. We are using the experience of Singapore, Turkey, and Poland to make industrial parks growth points to boost our industry and economy.

    Today we are also to make a decision to create two more industrial parks.

    The first industrial park will be set up in Vinnytsia region. Investments in its creation will amount to over UAH 50 million.

    The second industrial park will be located in Ivano-Frankivsk region, with investments in its creation and development of up to UAH 1.5 billion.

    The two industrial parks will create more than 1,000 jobs in the manufacturing industry.

    Step by step, we will rebuild the country.
