Dear colleagues! Fellow Ukrainians!
We are starting a regular meeting of the Government.
Ukraine is getting through the current winter as planned and has the resources to finance all planned expenditures in 2025.
We are grateful to our partners for their reliable financial support.
This year we will receive more than EUR 12 billion from the European Union under the Ukraine Facility programme.
We are confidently fulfilling our obligations under this programme. In the last quarter of last year, we achieved 13 defined indicators. We plan to meet another 16 in the first quarter of 2025. We will work intensively to ensure that everything is completed on time and in full.
Another source of our financial stability for this year is the IMF funds. Under the Extended Fund Facility, we expect 4 tranches totalling over USD 2.5 billion.
The third source is funds from the G7 ERA initiative. This is a resource from the proceeds of russia’s frozen assets. Its total amount is USD 50 billion, of which USD 20 billion will be provided by the European Union.
We are constantly raising additional funds from our partners, which we use for specific targeted programmes.
Today, we are making a decision that will allow us to receive EUR 200 million from the European Investment Bank to ensure the operation of Kaniv, Kremenchuk and Dnipro HPPs. These funds are needed to purchase equipment to recover from the russian terrorist attacks.
Another decision today concerns the receipt of EUR 100 million from the EIB to invest in the modernisation of district heating and energy efficiency in Ukrainian communities. We are talking about purchasing boilers, engines, turbines and related equipment. In this way, we are strengthening our energy resilience.

One of the state’s priorities is to ensure the safety of Ukrainian schools so that as many children as possible can study offline.
Last year, thanks to the Government’s School Offline policy, we returned more than 100,000 children to educational institutions.
We are continuing this policy this year. We are allocating UAH 1.6 billion for the purchase of about 460 school buses. This will ensure the transportation of about 30,000 schoolchildren to educational institutions.
Today, we are also changing the procedure for granting state subventions to communities to create a safe educational environment. These funds can now be used not only to build shelters, but also to buy generators for schools.

The Winter eSupport programme initiated by President Volodymyr Zelenskyy is proving to be highly effective. More than 12.6 million Ukrainians have already applied for assistance, and more than 11 million have already received a thousand hryvnias of support.
Given the experience of implementing the programme, we are improving the infrastructure through which people receive assistance from the state.
Today, the Government has decided to transfer the shares of the First Investment Bank, previously owned by russian oligarchs, to the Ministry for Communities and Territories Development, with the subsequent transfer to Ukrposhta.
In this way, we are creating a postal bank.
Ukrposhta has its branches in all parts of the country, so this will open up new opportunities for Ukrainians who do not use digital tools.
Receiving assistance, social benefits, ordering goods and medicines will now be within walking distance. In addition, this decision will save the state up to UAH 5 billion over the next 3-4 years. These funds will be used to finance priority budget items.

At the same time, we are continuing the systemic digitalisation of the state.
Today, we are giving the green light to electronic referrals to military medical commissions for those liable for military service.
People will no longer have to stand in line at the territorial recruitment centres to receive the relevant document. Referrals can be generated using the Unified State Register of Conscripts and received through the Reserve+ app.
This option will primarily be available to those who wish to undergo a military medical commission on their own.
People who have received a call-up notice can also submit an electronic request for a referral to avoid wasting time visiting the territorial recruitment centre.
