Yesterday, our country marked the Day of Ukrainian Statehood for the first time. This is a holiday that serves as a reminder to all of us of who we are, what history we have, and how heroic generations of Ukrainians were fighting for their state for centuries. Just like our generation of Ukrainians is fighting for it nowadays.
We are all sure that we will win. That we will build a strong and prosperous country in a family of free European nations. Yesterday, the President of Ukraine Volodymyr Zelenskyy clearly emphasized that the European integration of Ukraine had transferred from the foreign policy vector to the sphere of our domestic policy.
We are not going to postpone the implementation of European directives and regulations until the end of the war. We are doing it now. In the near future, we expect that the Parliament will consider 50 submitted and agreed European integration bills. Likewise, the ministries will soon complete the preparation of all draft laws related to the implementation of the Association Agreement with the European Union.
There have been concluded and in effect energy visa waiver, transport visa waiver with the EU, duties and quotas on Ukrainian goods have been canceled. Starting tomorrow, opportunities for selling Ukrainian electricity to Europe will increase by 2.5 times. We are currently exporting 100 MW, and we will be supplying 250 MW, the performance we want to improve eightfold during the year. The potential of our country in the export of electricity is billions of euros.
Just like the energy industry, we continue to strengthen our economy. The Government welcomes the adoption of the law by the Parliament, allowing the process of "small privatization" to be activated. Minimizing bureaucracy, increasing transparency and efficacy. The privatization procedures henceforth will not take 100 days, but only 25. Documents can be signed online. Permits and licenses will not need to be renewed.
Among other Government decisions that we adopt today to restore economic activity are changes in regulations regarding targeted lending programs. After the NBU raised the discount rate, such programs slowed down. This is what the business says. Therefore, the Government will introduce changes today that will make it possible to remove those barriers that appeared under the "5-7-9" program, financial leasing and the program of state portfolio guarantees. For the period of martial law, banks will now have an oppoftunity to increase the interest rate up to 20% for new loans. Emphasis is also placed on investment loans. The main goal of the changes is to activate the preferential lending programs for businesses.
Finally, we have another critical decision that concerns the formation of a professional anti-corruption infrastructure. The head of the Special Anti-Corruption Prosecutor's Office has been appointed. Now we are to adopt changes to the regulations on the Commission for the selection of Director of the National Anti-Corruption Bureau. Such changes will allow all members of the commission to participate in such selection process. The constituent meeting was held on Tuesday. Therefore, on behalf of the Government, I would like to call on the commission to summon a meeting and start work on the selection of candidates for the post of NABU Director as soon as possible.
