Distinguished colleagues, fellow Ukrainians!
We now begin a regular meeting of the Government.
Ukraine has entered the autumn-winter period. Our main objective is to provide people with electricity and heat, protect the energy infrastructure and continue the recovery. These are the conditions for living here and now. This is the key to our sustainability.
We are consistently moving along five directions in the recovery process.
The first is energy. It is the core one today. We are completing scheduled repairs to use maximum capacity this winter.
Generation. We have already added 1.5 GW to the power system and are increasing this figure to 1.7 GW, as planned.
Regarding resources, we have 15.8 billion cubic meters of gas in storage out of the planned 16.5 billion cubic meters. According to Naftogaz, there is every chance to get through the winter with gas produced in Ukraine.
Regarding the Points of Invincibility. We have deployed more than 13,000 of them, mostly in Dnipropetrovsk, Kyiv and Kharkiv regions. However, about 2,500 points need to be equipped. This is a responsibility of local authorities. Each location must have a generator, fuel, a starlink, and heating equipment. Soon, everyone will have an opportunity to find the nearest Point of Invincibility through an interactive map in Diia.
Safety of energy facilities. The combination of active and passive protection will also reduce the risks in case of massive russian attacks. This won't be easy, but Ukraine will withstand it.
The second area of recovery is critical and social infrastructure.
We have allotted a total of UAH 62 billion from the Recovery Fund. Of this amount, UAH 11.3 billion has been earmarked for restoration projects in the social sector as well as housing and communal services. A sum worth UAH 3.5 billion was directed to the construction and reconstruction of infrastructure, housing and public buildings. About UAH 19 billion more was allocated for the construction of energy facilities.
Another critical aspect is school shelters. The Government has allocated UAH 1.5 billion in subventions to the regions.
The work is ongoing, and the relevant ministries are constantly communicating about the progress of the reconstruction work.
The third area is the housing programs eVidnovlennia and eOselia.
Overall UAH 4.4 billion has been directed to housing compensation for Ukrainians whose homes were damaged by shelling.
There are three components in the eVidnovlennia Recovery Program. Two of them are at the stage of active implementation.
More than 50,000 applications have been submitted for compensation for damaged property. Most of them are in Kharkiv, Kyiv and Mykolaiv regions. These are the areas that have been under enemy occupation or intense shelling. People have already received UAH 1.5 billion in compensation
4,300 applications have been submitted for destroyed housing. Diia continues to generate housing certificates for which the victims will have an opportunity to purchase a new home. Starting from November, these certificates will be available for use.
At last, the third component of the eVidnovlennia is reimbursement to those who made repairs at their own expense. The Verkhovna Rada has passed the relevant law. We expect that payments will begin in early 2024.
Regarding eOselia program, almost 4,000 Ukrainian families had received preferential mortgage loans worth UAH 5.7 billion. These are mostly military personnel, teachers and doctors.
The fourth area of recovery is demining.
Here we plan to accelerate as much as possible. Clearing our land of russian mines should take years, not decades. We feel the support of our partners. Following the Zagreb conference and preliminary agreements, we have accumulated USD 500 million for demining. We work daily to increase these resources.
The fifth area of recovery is support for small and medium-sized businesses.
One of the major vectors is affordable loans and grants. Since the beginning of the full-scale war, entrepreneurs have received more than 39,000 soft loans worth more than UAH 152 billion under the 5-7-9 program. Half of the loan portfolio goes to the agricultural sector, 25% - to trade, and up to 15% - to industry.
Regarding grants under the eRobota program, UAH 1.7 billion had been transferred to small businesses and microbusinesses since it was launched. Agrarians have received UAH 470.5 million to create gardens and greenhouses, while processing companies have received more than UAH 2 billion.
Each such grant is an investment in workplaces, in new production facilities, and in enhancing our export capabilities.
We will continue to pursue all these five areas of recovery in 2024. We have the political will, the legal framework and the appropriate resources to do so.
In addition, we count on effective assistance from our partners. The appointment of the U.S. Special Representative for Ukraine's Economic Recovery demonstrates a high level of solidarity with Ukraine.
Yesterday, we discussed with Ms. Penny Pritzker the main directions of reconstruction, sources of financing, and potential growth points for Ukrainian GDP. I am grateful to her for her sincere desire to help Ukraine and for her efforts to strengthen our country.
