    Distinguished colleagues, fellow Ukrainians. 

    We are holding our second Government meeting today.

    During our previous session, we adopted a decision to allocate UAH 120 million to the State Agency of Water Resources for the sustainable supply of drinking water to the residents of Mykolaiv. 

    Now we have promptly elaborated new decisions in connection with the explosion of the Kakhovka Hydroelectric Power Station by russian terrorists. 

    First of all. We designate Minister of Internal Affairs Ihor Klymenko to lead the work on eliminating the consequences of this terror attack.  We establish a headquarters for the elimination of the consequences, which will include ministers, their deputies, heads of central executive bodies, and representatives of state-owned enterprises.

    The next important decision is to supply water to cities in Kherson, Mykolaiv, Zaporizhzhia and Dnipro regions. We are to endorse a decision to allocate UAH 1.5 billion for the construction of new water mains. These will be the Karachunivske Reservoir - Kryvyi Rih - Pivdenne Reservoir, Marhanets - Nikopol, Khortytsia - Tomakivka water pipelines. This is essential to provide Kryvyi Rih, Nikopol and Marhanets with drinking water. The work will start right away to avoid wasting precious time. The State Agency for Reconstruction and Infrastructure Development will be responsible for implementing the projects. 

    Let's move on. Energy issues. The russian terrorist attack on the Kakhovka Hydroelectric Power Plant will not affect the functioning of Ukraine's power system in the territories free of occupation. Since the Kakhovka HPP has not been part of the energy system since September last year, its capacities are not involved in electricity generation. Nevertheless, we are taking measures to increase the energy import and export capabilities of Ukraine and the EU.

    We are monitoring the situation at Zaporizhzhya NPP. Currently, the plant is not operating, and the water level in the cooling pond remains at the technically required level. 

    However, the explosion of the Kakhovka HPP dam and the presence of russian terrorist troops at the plant pose unprecedented threats to Ukraine and the world.

    Ukraine insists on the demilitarisation of ZNPP to prevent russia from carrying out another act of terrorism that would have catastrophic consequences for the entire humanity.

    Next question. Evacuation of people from flooded settlements. The water level has risen by more than three metres. 1,500 houses are flooded. We have set up evacuation centres in Kherson. We deploy additional SES forces. The evacuation continues. 

    We hold the line. We will withstand and win. Glory to Ukraine!
