    Dear colleagues! Fellow Ukrainians!

    We are starting a regular meeting of the Government.

    The heating season has started in all regions of Ukraine.

    The exception is Kherson region, where the weather is still relatively warm.

    The readiness of communities and regions for winter is one hundred per cent.

    83% of all boiler houses are in operation, heat is supplied to 70% of residential buildings and more than 80% of schools, hospitals and kindergartens.

    Relevant ministries and agencies are monitoring the situation and, together with local authorities, understand their areas of responsibility.

    We have enough of our own energy resources for the coming winter.

    Gas reserves in underground storage facilities will be enough for household consumers, district heating companies and budgetary institutions. At the same time, when forming the reserves, we also took into account the needs of decentralised gas generation plants.

    This will be the second heating season in a row when we will use only Ukrainian gas.

    On the eve of winter, the state is launching a large-scale programme of winter support for Ukrainians.

    One of its key elements is subsidies.

    2.8 million Ukrainian families will receive housing subsidies and benefits.

    The Pension Fund has already recalculated their amount for this heating season. In the budget for 2025, we have provided UAH 42 billion for these needs.

    For the military, we have simplified the mechanism for granting housing and utility benefits.

    We are launching a programme of subsidies for rented housing for IDPs starting from mid-January next year.

    This option will be available to families who spend more than 30% of their total income on rent.

    About 500,000 households will receive payments this winter to buy solid fuel, including firewood and coal.

    These funds in the amount of up to UAH 21,000 per family are already being paid in the frontline regions.

    We understand that the winter will be difficult, so we are encouraging people to be energy resilient. In particular, to install alternative sources of power and generation: solar panels, wind turbines, and energy storage. At the same time, people should not lose their right to a housing subsidy.

    Today, we instruct the Ministry of Social Policy to develop and submit a relevant draft decision to the Government.

    It will be based on a simple and clear rule – if the cost of the installed energy equipment does not exceed UAH 150,000, the family will retain the subsidy.

    Also, the Ministry of Social Policy should develop a mechanism under which the amount of the subsidy for electricity will not be reduced, even in the event of power outages.

    This approach is part of the winter support programme for our citizens. We will expand it to help everyone who needs such support in these difficult times.

    Our resilience, successful defence and victory depend directly on the growth of the Ukrainian defence industry.

    More than 500 defence companies operate and produce a variety of weapons: ammunition, drones, guns, armoured vehicles.

    We are interested in increasing the number of such manufacturers. That is why today we are approving a new programme of preferential lending to the defence industry.

    Enterprises that the Ministry of Strategic Industries considers to be of critical importance will be able to obtain a loan of up to UAH 500 million for up to 5 years at 5% per annum.

    The funds can be used either to replenish working capital or to implement investment projects.

    We expect that next year the volume of arms production will significantly exceed this year’s figures.

    I thank everyone who is defending the country today, those who work for defence, I thank all Ukrainians who make Ukraine stronger.
