  • Following the European integration path and reforming the waste management system: Government amends a number of regulations

    The Cabinet of Ministers of Ukraine has amended a number of resolutions to bring them in line with the European integration framework Law “On waste management”.

    In particular, amendments were made to:

    • Government resolutions regulating the sphere of demolition waste management in Ukraine (No. 474, No. 1073, No. 625). These acts were adopted before the entry into force of the Law “On waste management”, and therefore required harmonisation of terminology with the terminology of the framework document.
    • The procedure for issuing, denying or cancelling permits for waste treatment operations. In particular, this procedure excludes the issue of extractive industry waste management. The licensing system in this area is significantly different from the mechanism for obtaining a permit for waste treatment operations. The Ministry of Environmental Protection and Natural Resources has already developed and submitted to the Government a draft law “On the management of extractive industry waste”. The adoption of this document is also one of the recommendations of the European Commission in its Ukraine 2023 report.
    • Resolution of the Cabinet of Ministers No. 1214 dated 17 November 2023 “Some issues of classification of substances or items as by-products”. The Ministry of Environmental Protection and Natural Resources received numerous requests from business entities to amend this document, which have now been approved by the Government. One of the key issues is the entry into force of the resolution. From now on, it is considered effective from the moment of its publication, i.e. its provisions are already in force in Ukraine.
