Priorities for Ukraine’s recovery: Government approves sectoral project investment pipelines

On 28 February, the seventh meeting of the Strategic Investment Council was held under the chairmanship of Prime Minister of Ukraine Denys Shmyhal. The Cabinet of Ministers approved the sectoral project investment pipelines as part of the Single Project Pipeline (SPP). This decision defines the priority areas of investment and promotes the efficient use of resources for the country’s recovery.

“The sectoral pipelines were formed on the basis of proposals from the ministries that provided the Ministry of Economy with their assessments of the priority of projects. Their degree of readiness, criticality, possibility of implementation in 2025 and the determined amount of funding needs were taken into account. This decision allows us to focus public investment on the most important initiatives,” said First Deputy Minister of Economy Oleksii Sobolev.

The approved sectoral pipelines combine priority projects in strategically important areas:

  • social sector (housing, education, healthcare, social protection);
  • infrastructure (energy, transport, water supply);
  • humanitarian demining;
  • development of a system of safe shelters.

A clear structure of public investment projects will prevent duplication of initiatives, ensure transparency of funding and improve public investment management.

The formation of sectoral pipelines is an important step in the reform of public investment management. This reform introduces a systematic approach to planning, allows for more efficient use of funds and creates conditions for attracting additional international funding for the restoration of Ukraine’s critical infrastructure.

Background

The World Bank estimates that Ukraine needs USD 524 billion to rebuild over the next decade. The introduction of sectoral pipelines as part of the public investment management reform will facilitate the structured and efficient use of these resources.
