The Cabinet of Ministers of Ukraine, in the framework of further large-scale renovation of road infrastructure and implementation of projects in this sector, introduces a European system of management in the industry - with clearly determined requirements for carrying out building activities, responsibilities, formation of a road budget and a system for controlling the use of funds. This was stated by Prime Minister of Ukraine Volodymyr Groysman.
"We have formed the financial basis for further development. This is, first of all, decentralization, which allows filling local budgets, and therefore financing local road projects. And also the Road Fund, which provides guaranteed, predictable financing", said Volodymyr Groysman. "For the first time there have been fixed clear responsibility for maintenance of roads and a plan for road construction for 5 years".
Head of Government reminded that in the current year the sharing of responsibility is as follows: 123 000 km of local roads is from now on the direct responsibility of regional state administrations. Ukravtodor is reponsible for 46 985 km of state-owned roads. While 250 000 km of roads in settlements are within the answerability of local authorities, primarily municipal government. A separate item of funding worth UAH 2.6 billion is a road safety program.
"Since last year we have been introducing engineering solutions, for instance, the traffic on the entrances to settlements slowed down, in certain regions new illuminated red and white pedestrian crossings arranged, pedestrian crossings with refuge islands organized," stressed the Prime Minister. "All these requirements have been included in the program "500-500-1000", which provides for the systematic construction of safe crossings, pedestrian islands and traffic junctions."
The Head of Government emphasized that the volumes of repairs over the past 4 years had increased a great deal. If in 2014 there were repaired only 120 km of roads, in 2017 - already 2 177 km. If earlier repairs were incidental, now they are carried out mainly basing on the route principle, which gives an additional incentive for the economic development of entire regions of the country.
"Applying good policies, the effect will be tangible in a short period of time, while the complete restoration of the road infrastructure will take 5-10 years," the Head of Government summed up.
