The process of monetization of subsidies assumes that funds saved due to the efficient use of resources will remain to satisfy the needs of consumers - recipients of subsidies at their discretion. This was stated by Prime Minister of Ukraine Volodymyr Groysman.

"We are now giving out funds to people. The funding belongs to the citizens-beneficiaries. The process will continue", said Volodymyr Groysman. "I believe in the sense of conscience. And if a person received AUH 1,700 monetized subsidy, and consumed resources worth UAH 1,200-1,300, the remaining funds will be for the person to satisfy his/her needs. This is absolutely fair."
