Information and Communication Department of the Secretariat of the CMU, posted 24 October 2019 18:40

Prime Minister of Ukraine Oleksiy Honcharuk instructed to eradicate customs smuggling. He issued this statement during a meeting in the Chernivtski custom of the State Customs Service.

The Head of Government visited crossing point Porubne on the border with Romania within the scope of the visit to Chernivtsi region. The Prime Minister is accompanied by Head of the State Customs Service Maksym Nefyodov.

"We are constantly receiving complaints from businesses about problems at customs I came to inspect personally. The officials prepared for inspection very well, no car on customs inspection, even a little queue at the entrance. And the drivers were instructed to say that they wait for customs inspection no longer than two hours. Although speaking off the record they say that they wait five days for customs inspection", the Prime Minister said.

Scanners could solve the problem of constant queues, but none of the four purchased a year ago is not working.

"In order to put the scanner into operation, you need to sign a couple of papers. I don't understand why it has not done yet. This is do-nothingism", the Prime Minister said.

Oleksiy Honcharuk drew attention to the fact that last year financial resources were allocated for the reconstruction of access roads to the checkpoint. But how money was utilized remains unknown. The work has not been completed.

"During the experiment on financing the reconstruction of roads by customs, funds from the road fund were allocated to the special fund of Chernivtsi region. The sum is worth millions of hryvnias. However, driveways have not been repaired. I will send a request to Prosecutor General to sort out the situation, so that those guilty of embezzlement are punished", the Prime Minister said.

According to the Head of Government, these are not all problems. In one month Bukovyna custom will start  working and its premises are not even state-owned.

Oleksiy Honcharuk placed a special emphasis on the fact that premises are owned not by the state but by some influencer in the region which is inadmissible fact.

He instructed the Head of the Main Department of the State Fiscal Service in Chernivtsi region Vitaliy Shpak, the Mayor of Chernivtsi Alexei Kastruk and the acting Head of the Regional State Administration Mikhaylo Pavlyuk to find premises in two weeks where customs and infrastructure for customs clearance can be placed.

Oleksiy Honcharuk also instructed the prosecutor of Chernivtsi region Oleg Sobol to step up the fight against customs offenses: "I call on  the representatives of all law enforcement agencies: either you cease to provide a crime-sponsored cover to smuggling or you have nothing to resign. And prosecutor is among the first ones", the Prime Minister underscored.
