Ukraine strives not just to restore buildings and structures, but to create better infrastructure, better living and business conditions, to build a country in lines with the rules of the civilized world. The Prime Minister of Ukraine Denys Shmyhal noted this during a video conference with the ambassadors of the G7 countries, Switzerland and heads of international organizations.

Denys Shmyhal said that next week in Lugano there would be a conference on the restoration of Ukraine, where a draft of the relevant plan would be presented.

"The key principle proposed by the President of Ukraine when considering the future recovery plan is the principle of regional responsibility of our partners for regions, cities, and towns in Ukraine. There are already some countries that have chosen priorities for recovery. We call on others to join the process as well," said the Prime Minister.

Apart from the regional approach, the parametric approach will also be considered. According to the Head of Government, Ukraine should be restored following a "build back better" principle, while the future infrastructure should meet European standards. Among other things, the key principles of the recovery plan should be the principle of safety, rule of law, transparency, fair transformation, "green" recovery, digitalization, inclusiveness, barrier-free environment, favorable investment climate, business development in Ukraine.

"The restoration of Ukraine is a process that will require a lot of effort. Not only financial, but also the efforts of a number of companies. Therefore, we expect large projects in the field of public-private partnership. We expect that foreign companies will come to Ukraine, create jobs and pay taxes. We will offer the best conditions for companies to stay and continue their work in Ukraine even after the restoration," stressed Denys Shmyhal.

According to the Prime Minister, the core source of Ukraine's rehabilitation should be the confiscated assets of russia and russian oligarchs. In addition, these can be preferential loans from partners, international financial organizations, banks. Another source, according to him, can be grant support and individual contributions. The United24 platform was created for this purpose.

The Head of the Government also told about the organization of the work of this platform. It will consist of several levels: state leaders, government and other officials, reconstruction groups by directions.

In addition, Ukraine proposes to create recovery offices in partner countries. At that, Denys Shmyhal emphasized, the head office should be located in Kyiv.
