  • Prime Minister: From 2020 we will introduce KPI (key performance indicators) for heads of RSA

    Starting from 2020 the Government will launch a systematic assessment of the performance of the heads of the Regional State Administrations (hereinafter-RSA). The official who does not systematically show results will be dismissed. Prime Minister of Ukraine Oleksiy Honcharuk made this statement this during a conference call with heads of the RSA.

    "It is clearly encapsulated in the Government's Action Program that we will build an integrated system of performance evaluation for officials. Therefore, from 2020, we will kick off a systematic assessment of the performance of the heads of the RSAs. It will demonstrate who works for the result and who sabotages the work and needs replacement”, the Prime Minister said.

    We have shaped a system for evaluating key performance indicators (KPI) for the heads of the RSA. The draft resolution of the Cabinet of Ministers "On Approval of the Procedure and Methodology for Experimental Monitoring and Evaluation of the Effectiveness of the Heads of Regional State Administration, Kyiv and Sevastopol City State Administration" is currently being prepared.

    Monitoring and evaluation of activities will analyze the effectiveness of management activity of the heads of RSA, identify the problematic issues of development of the region and the causes of their emergence, as well as improve the effectiveness of management decisions of executive authorities.

    "We provide an opportunity to learn and gain new competencies for those who are eager to. But if a civil servant shows poor results and does not want to study then he will have to vacate a post. The public service will no longer be a place where an employee literally waits to get pensions and benefits", Oleksiy Honcharuk stressed.

    The evaluation will be conducted by the Secretariat of the Cabinet of Ministers on the basis of available data of state statistics, information of central executive bodies, RSAs and other sources of open data.
