  • Prime Minister: State Budget for 2022 is the budget of the development and modernization of Ukraine

    The priorities of the State Budget for 2022 remained unchanged: healthcare, education, security and defense, social sphere, infrastructure, business support and innovation. This was stated by Prime Minister Denys Shmyhal during a regular meeting of the Government on December 2.

    The Prime Minister welcomed the approval of the budget by the Verkhovna Rada and thanked the MPs.

    "As the President has already announced, one of the main points of this budget is to increase the salaries of Ukrainian doctors. UAH 20,000 will be the minimum wage for doctors. The transformation of medicine remains a top priority. Hence appropriate resources have been allocated for this purpose. UAH 196 billion including transfers. This is by 34 billion more than this year," said Denys Shmyhal.

    The Head of Government noted that after preparing for the second reading, the budget remained balanced and realistic. Revenues grew by UAH 50 billion, while the deficit remained at 3.5%.

    According to Denys Shmyhal, for the first time in the State Bbudget the requirement of the law "On Education" is fulfilled. The projected volume of consolidated budget expenditures on education for 2022 is planned at 7.3% of GDP. There are also additional funds for teachers' salaries.

    "Over the last 10 years, no budget has provided for such a large amount of capital expenditures as it will be in 2022. UAH 140 billion, or 9.4% of all expenditures, are investments in economic development. For comparison, in 2017 it was only 4.9%. Before the second reading, we added UAH 25 billion to infrastructure development. And we are talking about the construction of new hospitals, schools, kindergartens and other social infrastructure facilities," the Prime Minister stressed.

    According to the Prime Minister, resources have been provided for both soft loan programs and affordable mortgages for all Ukrainians, as well as funds for the thermal modernization program announced by the President of Ukraine.
