Prime Minister of Ukraine Denys Shmyhal chaired a meeting on the implementation of the state budget and key indicators of economic and social development. The meeting was attended by representatives of the Ministry of Finance, the Ministry of Economy, the National Bank of Ukraine, the State Treasury Service, the State Customs Service and the State Tax Service.

“We are finishing the year with confidence. The state budget for 2024 has been executed. All priority expenditures have been financed, and all social obligations have been met. According to the State Treasury, all payments that were submitted have been made. Balances on the single treasury account exceed UAH 100 billion. The foreign currency accounts are over UAH 163 billion. These are record figures,” the Head of Government stressed.

He noted that according to the Ministry of Finance, the general fund of the state budget received about UAH 2.2 trillion of taxes, duties and mandatory payments. In total, the general and special funds received over UAH 3.1 trillion.

One of the topics of discussion at the meeting was international financial assistance. Denys Shmyhal stressed that in 2024, the Government attracted USD 41.7 billion in external financing, of which one third (USD 12.6 billion) were non-repayable grants. In December this year alone, USD 9.3 billion was raised. According to him, the European Union, the United States, Japan, Canada, the United Kingdom, the IMF, and the World Bank have become the largest donors to Ukraine this year.

“For the first time, russia is beginning to pay for the damage it has caused Ukraine,” the Prime Minister stated, highlighting a significant achievement in 2024: securing the first tranche from future income of frozen Russian assets.

It is about USD 1 billion from the United States through the World Bank programme. Denys Shmyhal emphasised that this was part of a USD 50 billion G7 initiative.

“We have coordinated the tasks for the next year – all frozen russian assets should be confiscated and transferred to Ukraine. We will work in this direction,” the Head of Government noted.
