The Government of Ukraine offers to create several Recovery Offices: in Washington, Brussels, London and other cities. The main office should be in Kyiv. Prime Minister of Ukraine Denys Shmyhal told in a statement during the plenary session "Framework for smart and sustainable recovery process in Ukraine" within the scope of the Ukraine Recovery Conference underway in Lugano, Switzerland.

In turn, the Platform for Ukraine Recovery, according to the Prime Minister, will consist of three levels. The first is the high level, where the leaders of the states will be represented. The second level is the Joint Coordination Group, which will comprise heads of executive power as well as decision-makers from Ukraine, the USA, the EU, Great Britain, Poland and other partner countries.

"The third level is the thematic groups by industry direction. 24 groups of the National Council for the Recovery of Ukraine. Today and in the future, we invite everyone who has the experience and desire to make Ukraine better to join these groups," Denys Shmyhal stressed.

Moreover, the Head of the Government noted, Ukraine will initiate the establishment of an Advisory group, which will include European politicians, American and European economists with world names: "These are professionals who will help not only to shape a strategy but also to demonstrate our openness level."

The Prime Minister emphasized that the Ukraine Recovery Plan was drafted on the basis of key principles — end-to-end vectors, the observance of which will allow the country to effectively change and rebuild.

"The better recovery than it was before. Build back better. Our goal is not just to restore glass and concrete, but to build a new country," the Head of Government emphasized.

Therefore, among the key principles are as follows: maximum possible security for people and business, the rule of law, European integration and compliance with EU candidate criteria, transparency and accountability in recovery, reconstruction of Ukraine with the maximum involvement of green technologies, digital tools during the recovery process and general digitalization, involvement of private capital in the reconstruction process.
