Prime Minister held a meeting on rapid recovery in Zhytomyr, Kyiv, Sumy, and Chernihiv regions
Prime Minister Denys Shmyhal chaired a conference call with the heads of Zhytomyr, Kyiv, Sumy, and Chernihiv regional military administrations on implementation of Ukraine’s rapid recovery projects in the regions.
The meeting was also attended by Deputy Prime Minister for Restoration of Ukraine – Minister of Communities, Territories and Infrastructure Development Oleksandr Kubrakov, Deputy Prime Minister – Minister for Reintegration of the Temporarily Occupied Territories Iryna Vereshchuk, Minister of Energy German Galushchenko, Minister of Health Viktor Liashko, Minister of Education and Science Serhii Shkarlet, Minister of Environmental Protection and Natural Resources Ruslan Strilets, Head of the Agency for Restoration and Infrastructure Development Mustafa Nayyem, representatives of the Ministry of Internal Affairs, Ministry of Social Policy, Ministry of Finance, Head of the State Emergency Service, and others.
The Prime Minister heard information from the heads of the regional military administrations on projects to restore housing and critical infrastructure.
“We are working hard with our partners to attract all possible tools for the restoration of Ukraine. A draft of the Recovery Plan has been prepared. I urge the regions to join in so that we get a high-quality plan for further work on its implementation,” said Denys Shmyhal.
According to Deputy Prime Minister Oleksandr Kubrakov, a mechanism for online payments is being developed for people who need minor repairs to their homes damaged as a result of russian aggression. The next set of reconstruction activities is major repair of housing. It requires involvement of the regional military administrations and development of construction documentation. And the third area is compensation for lost housing. The relevant legislation is expected to be adopted, after which local commissions will start verifying the damage.
The Prime Minister, in turn, emphasized that the issue of compensation for housing was very important for people.
“There is a huge demand from society. The Budget already provides UAH 17 billion of confiscated russian assets. We have allocated UAH 35.5 billion from the National Bank’s revenues to the relevant recovery fund. And we have USD 1.5 billion from the United States for the priority restoration of housing and critical infrastructure. We need to start working immediately,” the Head of Government emphasized.
The participants of the meeting were also briefed by Minister of Energy German Galushchenko on the situation with electricity supply. According to the Minister, work has already begun on construction of a new distributed thermal generation facility, which will provide additional capacity by the end of the year.
Mustafa Nayyem, Head of the Agency for Reconstruction and Infrastructure Development, informed that deployment and equipping of the Points of Invincibility in Zhytomyr, Kyiv, Sumy, and Chernihiv regions was going on as planned. The supply of generators and Starlinks continues.
Denys Shmyhal emphasized that the Points of Invincibility lacking the necessary items should not be classified as “open”. He instructed the heads of the regional military administrations to prepare a list of the required number of Starlinks and generators to equip every Point of Invincibility.
The Prime Minister also instructed the heads of the regional military administrations, to develop, in coordination with the Agency for Reconstruction and Infrastructure Projects, the construction documentation for major repair of damaged housing and critical infrastructure.
Representatives of the ministries and heads of the regional military administrations also reported to the Head of Government on the functioning of educational, healthcare, social security institutions under martial law, the readiness of civil defense facilities in the regions, and the management of household and other waste, including construction waste generated in the course of military actions.
