Reducing risks for business is key to attracting investment in Ukraine's economy and reviving international trade, says Andriy Teliupa at the EU-Ukraine Business Summit in Brussels

On 10-11 April, the EU-Ukraine Business Summit took place in Brussels, organised by the European Commission with the support of the Mission of Ukraine to the European Union, as well as the Government of Italy, as the organisers of the Ukraine Recovery Conference 2025 (URC-2025), and the Government of Poland, which currently holds the EU Council Presidency.

The Summit, which is a preparatory event for the URC-2025, became a platform for deepening Ukraine's economic integration into the European Union and establishing more effective cooperation with European business and the financial sector to facilitate investment in Ukraine and its recovery.

The event was inaugurated by Prime Minister of Ukraine Denys Shmyhal, European Commissioner for Enlargement Martha Kos, Deputy Prime Minister and Minister for Foreign Affairs and International Cooperation of Italy Antonio Tajani and Minister for European Union Affairs of Poland Adam Szłapka.

The European partners underlined the EU's unwavering support for Ukraine's recovery and long-term economic sustainability. While Ukraine defends its sovereignty, the European Union is its reliable economic and political partner, ensuring that recovery efforts are aligned with Ukraine's EU accession path and economic modernisation.

The Ministry of Economy was represented at the Summit by Deputy Minister Andriy Teliupa and Director of the Department for Investment Attraction and Cooperation with International Organization Maryna Khlystun.

Among the topics discussed with European partners, international financial institutions and businesses on the sidelines of the event:

  • Risk mitigation tools for attracting investment during the war;
  • Practical advice for businesses on how to invest in Ukraine already now: mechanisms, investment programmes and opportunities;
  • Investment potential in privatisation and public-private partnerships;
  • Real success stories of investors operating in Ukraine during a full-scale war;
  • Political risk insurance for attracting long-term investment.

"Reducing risks for businesses and investors is key to attracting investment in Ukraine's economy and reviving international trade. The EU's guarantees under the Ukraine Investment Framework are now the basis for mobilising additional investment and increasing the role of the private sector in Ukraine's recovery. Together with international financial and insurance partners, we are already implementing innovative tools to overcome barriers to investment. These include tailor-made insurance products for businesses and investors, political risk guarantees, and regulatory improvements. In the future, we will work to improve and expand these mechanisms and improve coordination on risk sharing," said Deputy Minister of Economy Andrii Teliupa.

During the event, the parties agreed to cooperate within the framework of the working group on investment risk mitigation, whose joint developments will be presented at the URC-2025. The main goal is to eliminate critical barriers and provide scalable and flexible insurance solutions, taking into account market needs, which are aligned with Ukraine's economic recovery strategy. The group is expected to include leading reinsurers and brokers, representatives of government agencies, donor countries and international partner organisations.

During the Summit, representatives of the Ministry of Economy held a number of bilateral meetings with representatives of international companies that are considering entering the Ukrainian market or want to expand and deepen cooperation with Ukrainian businesses and the public sector. They also discussed with partners the progress of preparations for the Ukraine Recovery Conference 2025 (URC-2025).
