The full functioning of industrial parks will ensure the inflow of investment, says Ihor Petrashko
Today, February 3, at a regular meeting, the Government approved the draft Law of Ukraine "On Amendments to Certain Laws of Ukraine on Improving the Principles of Establishment and Functioning of Industrial Parks".
"We don't need industrial parks that only exist on paper. The purpose of the bill is to make the tool of industrial parks really work and show its effectiveness. By efficiency, we mean the development of entrepreneurship, creating workplaces, additional budget revenues, increased investment, economic and social development of Ukraine," said Minister of Economic Development, Trade and Agriculture of Ukraine Ihor Petrashko.
Thus, as of February 1, 2021, 46 parks are included in the Register of Industrial Parks. However, some of them are not developing due to the lack of proper infrastructure, as well as due to the lack of clear regulation at the legislative level on the connection of industrial parks to electricity networks. So, industrial parks are not connected to engineering communications, road, there is no power supply.
The draft law approved by the Government will allow to coordinate the mechanisms of financing the creation of infrastructure of industrial parks, their connection to engineering networks and construction of transport facilities.
In addition, the document strengthens the requirements for industrial parks for inclusion in the Register and provides for the possibility of their exclusion from the Register under a certain list of conditions. This will allow to avoid the presence in the Register of industrial parks that operate only "on paper" and direct state support to real investment projects.
