Over UAH 90 billion - results of online auctions for the sale of public asset in ProZorro.Sale

Since 2016, online auctions in the state electronic trading system ProZorro.Sale have brought over UAH 90 billion to the organisers. This is the result of almost 129,000 successful auctions. The organisers received almost UAH 30.3 billion of the total amount during martial law.

The leading sector in terms of the amount of funds raised through electronic auctions is the sale of assets of bankrupt banks by the Deposit Guarantee Fund (DGF), which raised over UAH 30 billion. The state and local budgets received almost UAH 18.7 billion as a result of online privatisation auctions. The sale of assets of bankrupt companies is also among the top 3 areas: insolvency receivers raised over UAH 18 billion to repay debts to creditors.

"Digital tools allow us to improve the efficiency of state property management and attract investment. More than 103,000 participants have competed for assets since the system was launched. Together with the business support programmes of the Ministry of Economy, this creates a powerful incentive for the development of various sectors of the economy,’ said Yuliia Svyrydenko, First Deputy Prime Minister of Ukraine and Minister of Economy of Ukraine.

As of the end of September 2024, public asset are sold through Prozorro.Sale in more than 20 markets, which are open to everyone. More than 8,900 organisers have announced auctions for the sale and lease of property. This is the Deposit Guarantee Fund, the State Property Fund, profile departments, communities, state-owned enterprises, insolvency officers, private executors and businesses.

Ukrzaliznytsia has the maximum number of successful auctions - almost 21,700. Among the leaders are also bankrupt banks managed by the State Deposit Fund - Delta and Nadra - with more than 3,300 and 2,600 transactions respectively.

"The key goal of ProZorro.Sale is to ensure that public assets are used efficiently, businesses have equal access to them, and budgets are replenished in a transparent and open manner. Communities have been using e-auctions as a tool to raise additional funds since 2017. They account for more than a third of all successful auctions in the system. And as a result of electronic auctions, local budgets have already been replenished by more than UAH 8.1 billion. Communities spend the money earned on landscaping, social projects, and support for the army. And formerly abandoned communal premises are being transformed into coffee shops, rehabilitation and training centres, and production facilities," said CEO of Prozorro.Sale Serhii But.

The most expensive asset ever sold through electronic bidding was a part of the property of the bankrupt Dnipro Metallurgical Plant for UAH 9.2 billion. The three highest-priced lots also include the Dnipro Hotel and a special permit for the use of subsoil - Mayorivska Square with the winners having paid over UAH 1.1 billion for each asset.

The most active online auction was for 100 undelivered Ukrposhta parcels: 115 bidders competed.

As of 25 September 2024, almost 3,200 auctions in the state system are at the stage of concluding agreements and can bring the organisers more than UAH 5.2 billion.
