More than 3,000 employers have received compensation for hiring 5,500 internally displaced persons (IDPs) since the beginning of 2025. The state has paid them a total of UAH 127 million, according to Deputy Minister of Economy Tetiana Berezhna.
“Through the compensation programme for employing IDPs, we support businesses that hire people forced to relocate from dangerous areas due to the war. New jobs help these individuals adapt more quickly to living in another region and provide a quicker return to normal life. Since the start of this year, over 3,000 entrepreneurs have benefited from the programme. They have employed 5,500 IDPs, 250 of whom are people with disabilities. The state has compensated them with a total of UAH 127 million,” said Tetiana Berezhna.
The largest number of IDPs were employed under this programme in Dnipropetrovsk, Kharkiv, and Poltava regions, as well as in Kyiv.
The compensation amount paid to employers for hiring an IDP registered after 24 February 2022 is UAH 8,000.

The Government introduced the compensation programme for employing IDPs during martial law in April 2022. The programme aims to speed up the adaptation of people relocating to safer regions and increase employment levels. For each IDP employed, the state provides employers with compensation equivalent to the minimum wage (currently UAH 8,000) for three months, or six months for IDPs with disabilities. The programme is implemented by the State Employment Service.
The compensation programme for employers hiring IDPs is part of the Ministry of Economy’s flagship project “Work Without Barriers,” which supports the National Strategy for Creating a Barrier-Free Environment in Ukraine.
