Over 10,000 applications for housing vouchers submitted by IDPs from temporarily occupied territories: Ministry for Communities and Territories Development

Currently, 10,628 applications have been submitted to participate in the housing voucher program for internally displaced persons from temporarily occupied territories. The most active applications under the new component, eVidnovlennia are being submitted in the Dnipropetrovsk region (1,776), Kyiv (1,545), and Zaporizhzhia region (1,044).

In terms of the regions of origin of the applicants, the largest number of applications come from people who were registered in Donetsk (3,566 applications), Luhansk (3,127), Zaporizhzhia (2,067), and Kherson (1,601) regions.

We would like to remind you that on December 1, the acceptance of applications for a housing voucher with a nominal value of UAH 2 million began. This is a new tool to support IDPs from temporarily occupied territories, allowing them to purchase an apartment or house, invest in construction, or use the funds for a down payment or mortgage repayment. In the first stage, participation in the program is only available to internally displaced persons who have the status of combatants or persons with disabilities as a result of the war and have confirmed previous residence in the temporarily occupied territory. A mandatory condition is the availability of a current IDP certificate with the address of actual residence in the territory controlled by Ukraine, as well as the absence of other housing in the controlled territory (except for an outstanding mortgage or housing in the combat zone) and previously received housing assistance from the state.

"The fact that we have received so many applications from people in the temporarily occupied territories on the first day of the program is a sign of how eagerly awaited this program was. For these families, it is a chance to regain stability and the opportunity to have a home again. We continue to work with international partners to ensure that the program covers as many families as possible of those who have lost their homes due to the russian invasion," said Deputy Prime Minister for the Restoration of Ukraine – Minister for Communities and Territories Development, Oleksii Kuleba.

Applications can currently only be submitted via the Diia mobile app. Remember, you need to select the “Services for IDPs” section, confirm your family composition, obtain your spouse's consent to the processing of personal data, and sign the application via Diia.Signature. All data will be pulled up automatically, and after verification by the Ministry of Finance, the application will be forwarded to the local commission for a decision. The application review period is up to 30 days. Subsequently, the application will also be available at Administrative Service Centers and notaries.

Important: the housing voucher is generated after a positive decision by the commission, but it can only be used after a separate announcement about the start of payments.

Currently, the Ministry for Communities and Territories Development is actively working to raise funds for the stable functioning of the program and further expansion of the circle of aid recipients. The possibility of attracting additional resources is being explored: in particular, an option is being considered for the program to be partially financed from the balances of local community budgets that have been transferred from temporary occupied territories. In the future, the mechanism may be reinforced with funds from potential reparations through the International Register of Damages.

Background information

The program was developed by the Ministry for Communities and Territories Development of Ukraine in synergy with the Ministry of Digital Transformation of Ukraine, and in partnership with the Ministry for Veterans Affairs and the Ministry of Social Policy, Family, and Unity of Ukraine. The program operates on the basis of the State Register of Damaged and Destroyed Property (SRDDP). The program partners are the Eurasia Foundation and the East Europe Foundation (Project “Digitalization for Growth, Integrity, and Transparency” - UK DIGIT) and the World Bank World Bank Ukraine (project “HOPE: Housing Repair for the Restoration of People's Rights and Opportunities”).
