The Minister of Infrastructure of Ukraine Vladyslav Kryklii held a working meeting with the Minister of Infrastructure of the Republic of Poland Andrzej Adamczyk today, November 17, in Kyiv. The parties discussed prospects for further cooperation between the two countries in the field of transport, in particular, in the field of international road transport.
The meeting was also attended by Ambassador Extraordinary and Plenipotentiary of Ukraine to Poland Andrii Deshchytsia, Deputy Minister of Infrastructure for European Integration Natalia Forsyuk, Deputy Minister of Economic Development, Trade and Agriculture Taras Kachka, President of the Association of International Road Carriers of Ukraine Leonid Kostiuchenko and representatives of other carriers, specialists of the Ministry of Infrastructure, Ukravtodor, State Border Guard Service; from the Polish side - Ambassador Extraordinary and Plenipotentiary of Poland to Ukraine Bartosz Cichocki, Deputy Minister of Infrastructure Rafal Weber, representatives of the Ministry, embassies and carriers.
Vladyslav Kryklii stressed the importance of solving the problems related to the lack of permits for international trucking for Ukrainian carriers. This is an issue that was repeatedly raised during the last meeting between the President of Ukraine Volodymyr Zelenskyy and the President of the Republic of Poland Andrzej Duda in October this year. Then both presidents expressed hope for a positive solution.
Minister Vladyslav Kryklii reiterated that Poland should stop restricting transit for Ukrainian carriers, as this has a negative impact not only on trade relations between the two countries, but also with other EU countries. At the same time, Ukrainian carriers are ready to compete in the bilateral market. According to Vladyslav Kryklii, Ukraine has fulfilled all its commitments during the previous meetings of the Mixed Commissions for International Road Transport, which resulted in a significant increase in the share of Polish carriers using permits for 2019. However, the Polish side does not fulfill the agreement at the level of presidents.
The Ministers also discussed the operation of checkpoints across the Ukrainian-Polish border, in particular the Korchova-Krakivets checkpoint. Vladyslav Kryklii said that the Verkhovna Rada is currently considering a bill in the second reading, which solves the problem of VAT payment by contractors and service providers under the so-called "Polish loan", but asked the Polish side to speed up the construction company to repair the checkpoint. In addition, Vladyslav Kryklii suggested that the Polish side conduct a joint audit to determine the possible causes of queues at the checkpoint with the involvement of an independent third party, and introduce joint border and customs control at checkpoints to increase their efficiency.
It should be recalled that on October 13, within the framework of the official visit of the President of the Republic of Poland Andrzej Duda to Ukraine, a bilateral meeting between the Minister of Infrastructure of Ukraine Vladyslav Kryklii and the Minister of Infrastructure of Poland Andrzej Adamczyk took place. The parties discussed the prospects for the development of transport links between the two countries, as well as the realization of transit potential.
