On Monday, 9 September, Olha Stefanishyna, Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine and Minister of Justice of Ukraine, held a coordination meeting with the International Monetary Fund (IMF) mission that had arrived in Kyiv.
The meeting brought together IMF Mission Chief for Ukraine Gavin Gray, Deputy Chief of Division Trevor Lessard, Senior Economist Heiko Hesse, and IMF Resident Representative Priscilla Toffano. The meeting was joined online by Jonathan Pampolina, Senior Counsel.
The meeting's participants focused on the next steps in the review of the Extended Fund Facility (EFF).
"I am pleased to start a dialogue with the IMF in my new position with a clear understanding that Ukraine remains absolutely transparent in its commitments to the rule of law and the fight against corruption, made to our international partners, but first and foremost to the Ukrainian people," Olha Stefanishyna said during the meeting. "The elements contained in the structural beacons under the review of the programme are not new to Ukraine. This is part of a large-scale process that is taking place on a variety of platforms, including within the framework of the EU accession negotiations. Therefore, I assure you that Ukraine's political guarantees to continue these reforms remain unchanged."
The Deputy Prime Minister stressed the importance of a close, regular dialogue to build a comprehensive understanding of the next steps in reforms, given the start of the EU accession negotiations.
The Ukrainian side was represented by Deputy Minister of Justice Oleksandr Banchuk, Deputy Head of the Office of the President of Ukraine Iryna Mudra, First Deputy Minister of Finance Denys Uliutin, and Director of the Government Office for Coordination of European Integration Oleksandr Ilkov.
Background information
On 31 March 2023, the IMF Executive Board approved a new four-year Extended Fund Facility (EFF) for Ukraine with funding of about USD 15.6 billion (SDR 11.6 billion).
The programme is part of an international support package for Ukraine that currently stands at around USD 122 billion for 2023-2027. In 2024, the EFF programme envisages USD 5.4 billion in budgetary assistance to Ukraine.
