  • Oleksiy Honcharuk: For the first time ever Government shapes a map of existing and necessary social objects

    For the first time in the history of Ukraine the Government has drafted a map that encompasses all existing social objects and those that needed to be built, in particular, kindergartens, schools, medical institutions, cinemas, libraries. The map incorporates data on 150 thousand objects.

    "At first, we collected all available information on the map. At the same time, the ministries developed their own standards for providing public services to people. We analyzed everything we had,and compared it to the standards provided by the ministries. We are modeling the ideal network of social and infrastructure facilities that should exist in the country on the basis of the said information," Prime Minister of Ukraine Oleksiy Honcharuk stated during a meeting with heads of Regional State Administrations (RSAs).

     For example, there are currently 856 hub schools in the country, and there is a need for more than 2,100. 

    "The Government in synergy with the local authorities should create such infrastructure designed not to be convenient for the state, but to coincide with the real needs of the people. It concerns medicine, education, safety, services. At present, decentralization reform is not very effective for us, in particular because of the lack of clear measurable criteria what exactly the local government did," Oleksiy Honcharuk emphasized.

    That is why, starting next year, the Government is introducing a systematic assessment of the performance of the heads of the RSAs.
