  • Oleksiy Honcharuk: Government curbs shadow schemes in VAT payment sector

    Eradication of shadow schemes in VAT will enable the state to save UAH 1-2 billion every month. Prime Minister Oleksiy Honcharuk said this at a meeting to launch an updated tax risk monitoring system when registering VAT invoices.

    "VAT fraud schemes is a longstanding problem in Ukraine. The VAT shadow market is worth of billions of hryvnias per month. The Government is eradicating these schemes", Oleksiy Honcharuk said.

    The PM recalled that the Cabinet of Ministers adopted a resolution " On approval of procedures regarding the suspension of registration of tax invoice/offset calculation in the unified register of tax invoices". Its introduction will allow saving a sum worth UAH 1-2 billion per month. Moreover, the system of risk monitoring in the registration of tax invoices has already proved its effectiveness - it allowed to curtail shadow schemes in multi-billion VAT and to provide compensation to exporters.

    Apart from that, the Head of Government stressed that the updated monitoring system automatically identifies those who are trying to evade taxes on the basis of clear criteria. At the same time, it better protects the rights of honest taxpayers.

    "Those who work legally will only win: the rules will be clear and understandable. The State has started to live in a new reality in which everyone demonstrates zero tolerance to schemes and provide assistance to those who work honestly. And it must be realized by both tax service and businesses," the Head of Government stressed.

    Oleksiy Honcharuk urges that conversions centers should become history and he commissioned the head of the State Tax Service (STS) Serhii Verlanov to take it under personal control.

    "The Government is working to curtail corruption and shadow schemes in the country, and to ensure that work honestly is much more profitable than in the shadow economy," Oleksiy Honcharuk said.

    "The system stops tax invoices in case there are real reasons for that. A striking example - last year, due to the work of the monitoring system, the Service had terminated registering tax invoices for about UAH 10 billion (0.56%). After consideration, the invoices for UAH 3.4 billion were registered. That is, almost UAH 6 billion they wanted to plunder from the Ukrainian budget. We will curb these schemes", said the chairman of the STS Serhii Verlanov.


    The tax risk monitoring system when registering a tax invoice / offset calculation is an automated analysis of the tax invoice / offset calculation based on the declared reports of value-added tax (VAT) payers available to the tax authorities which reflects the specifics of the entity's economic activity.

    The system is designed in such a way that at the stage of tax invoice / offset calculation registration to respond in a preventive way to the abuse of defaulters.
