  • Oleksiy Honcharuk: People are the topmost priority. The only way to Ukraine’s success is to invest in people and economy

    The only way to Ukraine's success is through investment. Investment not only in the economy, but first and foremost - in people. After all, people are the topmost priority for the State. Prime Minister Oleksiy Honcharuk stressed this while presenting at the Parliament a Government Report on the progress and results of the implementation of the Action Program of the Cabinet of Ministers of Ukraine in 2019.

    “We cannot consider specific achievements of the Government or Parliament. We are a single team and we have common achievements of President Volodymyr Zelenskyy's team. We have triggered the reloading of the country. Most of the reforms we have been pursuing have never been implemented in Ukraine before. This has proved possible because for the first time in history, the President, Parliament and Government have been working together as one team,” said Oleksiy Honcharuk.

    The PM added that over the last six months, with joining efforts the Government, in particular, has managed to reduce heating rate in utility bills for the people by up to 30%, to launching the Affordable Loans at 5-7-9% program for small business, to commence large-scale privatization of unprofitable state-run enterprises.

    In just 5 months, a team of the Ministry of Justice destroyed the systematic raiding: “We have rooted out a practice of illegal transfer of property from one person to another. Within 24 hours we respond to raiding and exclude scoundrels from the registers. We can see now that recurring raiding has become history,” the Prime Minister emphasized.

    Moreover, the Government has made an audit of the State – we have created a single infrastructure map of Ukraine, with more than 111,000 socially important objects depicted on it. Apart from that, it triggered digitization of the whole territory of the country - for the first time in the history of Ukraine all cadastres were combined into a single system.

    We conducted an audit of state inventories of natural resources. For the first time in the history of Ukraine, cadastre maps have been integrated. It is planned to make the mapping survey of the entire territory of Ukraine this spring. This will allow us to make up an inventory and analyze the available resources. The Government started digitizing two pilot regions - Volyn and Lviv regions using orthophotomaps.

    We conducted the first transparent concession tenders: “We have held transparent tenders in the Government and the first 2 ports have received winners. They will get investment there. This is a huge step towards development. Currently, we have 12 more facilities geared up for concession tenders,” the Prime Minister emphasized.

    We launched the Diia (Action) public services portal which is A State in a Smartphone policy that had been announced. By 2024, 100% of government services should be available online.

    The Government continues a decentralization reform with a focus on creating sustainable communities.

    “The year of 2020 should mark the beginning of the significant modernization of Ukraine. It should become a year of tangible changes. A Year of Ukraine's Efficiency,” the Prime Minister stressed.
